Description of Work

This Administrative Specialist I position will work out of NC DAC Controller’s Office and performs a variety of office/administrative duties to ensure that all department financial resources and funds are received, disbursed, recorded, and accounted for in accordance with all applicable State and Federal laws and regulations, Generally Accepted Accounting Principles (GAAP) and Department policy and procedures. The Controller’s Office at the agency level has oversight responsibility of the North Carolina Financial System (NCFS) regarding transactions which affect the financial responsibility of this department and is accountable to the office of the State Controller for the integrity of that data.
This position handles the Accounts Payable-related duties for the Controller’s office division, which includes entering requisitions and tracking/receiving purchase orders in our procurement system, processing invoices for payment, preparing travel reimbursements for submission, Temporary Solutions, proper reconciliation of P-Card transactions
Responsibilities include, but are not limited to:

  • Serving as backup to the receptionist (answering the switchboard and controlling visitor access to the building) and backup to the Bush Street mailroom
  • Maintaining inventory of supplies and ordering supplies. Entering requisitions and items are receipted against a purchase order as appropriate the E-procurement system
  • Processing usage orders to order supplies from the agency’s central supply warehouse and makes direct purchases for other items on state contract
  • Assisting with sorting invoices and ensuring that invoices, statements, and credit memos are properly classified based upon the type of item purchased and distributes invoices to the appropriate accounts payable team
  • Assisting and managing travel expenses
  • Assisting with special projects assigned to him/her by the supervisor, assistant controller, or controller, on an as-needed basis
Note: To properly execute this work, the selected applicant must learn and understand policy and procedures for all duties and continuously seek to improve work processes.

This position is eligible for a flexible/hybrid telework schedule under the State of NC Telework Program.

This is a full-time position (40 hours per week) with State Benefits.

Knowledge, Skills and Abilities / Competencies

The Knowledge, Skills, and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position. We will not review resumes in lieu of the Experience and Education listed on the application.
To qualify for this position, applicants must document on the application that they possess ALL of the following:
  • Experience providing office administration support using various office machines, computers etc.
  • Experience in E-Procurement and P-Card applications
  • Experience in NC Financial Systems (NCFS) or Oracle system

Management Preferences:
  • Knowledge of State Human Resources policies and NCVIP processes
  • Experience with SAP functions in the NC Office of State Controller Integrated HR Payroll System (also known as BEACON and/or Fiori) or equivalent.
  • Effective communication skills (both oral and in writing) to communicate frequently with internal and external stakeholders

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
