Classification: NON-EXEMPT | Status & Schedule: PART-TIME, MONDAY – FRIDAY, 8AM – 5PM
Location: HYBRID, local to Coos county/surrounding area; frequent travel within the Coos county area required
Salary: $22 - $26/HOURLY
Department: BEHAVIORAL HEALTH | Reports to: DIRECTOR OF BEHAVIORAL HEALTH | Supervision Exercised: NON-SUPERVISORY
Job Purpose: Behavioral Health Coordination
This position is responsible for assisting the Behavioral Health Department in administering Advanced Health’s Behavioral Health Provider Services, assisting with Systems of Care, participating in community events, assisting in auditing and education of providers, maintaining the HUB website and other duties as assigned. This position also assists with promoting quality and efficiency of approved health care services received by Advanced Health Oregon Health Plan (OHP) members while ensuring compliance with all laws, rules, regulations, and contract provisions related to Utilization Management and Review.

Qualifications, Education, & Experience
  • Minimum high school diploma or equivalent; associate or bachelor’s degree in relevant field, experience in lieu of education may be considered
  • Community Health Worker (CHW) Certification, specialty preferred such as a Peer Support Specialist (PSS); may consider highly qualified candidate willing to obtain CHW within one year of hire
  • Experience with a similar population in health plan care management or managed care coordination
  • Minimum 2 years’ administrative or coordinator experience in behavioral health and/or social services preferred
  • Experience working with vulnerable populations in community medical or mental health setting and experience administering the OHP and Medicare benefits preferred
Essential Responsibilities: Behavioral Health Coordination and Support
  • Collaborates with agencies and providers relating to behavioral health clinical training needs, schedules, and technical support
  • Responds to member and provider questions and concerns related to the behavioral health division
  • Ensures communication and follow-up among social service partners
  • Serves as an internal subject matter expert for Advanced Health and DOCS Management Services regarding the behavioral health service line
  • Works with Behavioral Health Manager to coordinate provider trainings and events
  • Coordinates meetings among the relevant CCO staff, providers, collaboratives, and other behavioral health-focused groups as needed
  • Participate in quality improvement projects that support member, provider, and organization's strategic goals
  • Talk with members and providers by phone or in person, handling inquires in a prompt, courteous manner
  • Act as a member advocate and liaison with providers and partners as needed to ensure members are connected to services
  • Participate in the System of Care Meetings, write meeting minutes and post materials on Basecamp
  • Maintain and update System of Care Basecamp resources and sends community information to members
  • Ensuring compliance with company policies and procedures as applicable to area(s) of responsibility
  • Handling confidential information and materials appropriately and maintaining a secure work area
  • Utilize state, local and internal data to drive agenda/conversations when applicable
  • Other duties as assigned
ESSENTIAL RESPONSIBILITIES: Utilization Review
  • Educate customers about health plan benefit structure and relevant policies and procedures as applicable
  • Represents the Medical Management Team through electronic, telephonic, and personal interactions with the public.
  • Assists in collecting information for audits of the behavioral health review processes.
  • Forward relevant information of members requiring special intervention to Advanced Health programs and partners.
  • Participate in quality and organizational process improvement activities and teams when requested
  • Ensure compliance with company policies and procedures as applicable to area(s) of responsibility
  • Handle confidential information and materials appropriately and maintain a secure work area

Knowledge, Skills, & Abilities:
  • Understanding of principles of health care of populations
  • Knowledge of OHP program requirements, benefit package, eligibility categories, and Oregon Division of Medical Assistance Program (MAP) rules and regulations preferred
  • Knowledge of the Oregon Health Authorities Coordinated Care Organization required metrics
  • Understanding of basic concepts of managed care
  • Understanding of mental health and substance use disorders and how they impact health
  • Understanding of social determinants of health
  • Knowledge and use of Trauma-Informed language and principles preferred
  • Understanding and use of Person First language and principals preferred
  • Knowledge of community social service agencies preferred
  • Critical attention to detail for accuracy and timeliness
  • Ability to report to work as scheduled, and willingness to work a flexible schedule when needed
  • Proficient in Microsoft Office Suite and Windows Operating System (OS)
  • Training in or awareness of Health Literacy, Poverty Informed, Systemic Oppression, language access and the use of healthcare interpreters, uses of data to drive health equity, Cultural Awareness, Trauma-Informed Care, Adverse Childhood Experiences (ACEs), Culturally and Linguistically Appropriate Service (CLAS) Standards, and universal access
    • Knowledge and understanding of how the positions’ responsibilities contribute to the department and company goals and mission
    • Knowledge of federal and state laws including OSHA, HIPAA, Waste Fraud and Abuse

Working Conditions:
This position must have the ability to remain in a stationary position, occasionally move about inside the office to access office machinery, printer, etc., frequently communicate and exchange accurate information.

Work Condition: hybrid work
  • Employee generally works within the interior of an office or remote work from home environment.
  • Employee may travel locally and be responsible for own transportation. Out of area travel may be required on occasion.
  • Hours of operations and specific staff scheduling may vary based on operational need.
  • The office environment is clean with a comfortable temperature and moderate noise level.
  • Exposed to:
    • Onsite: Cold/heat controls, close contact with employees and the public in office environment. Remote: Employee is responsible for maintaining a safe work environment that is conducive to successful productivity and work output.
    • Machines, equipment, tools, and supplies used: Constantly operates a computer or other office productivity machinery, such as postage machine, fax, copier, calculator, multi-line telephone system, scanner.
  • May answer a high volume of telephone calls, complete documentation, and use computer programs to either obtain or record information.
  • Multiple Duties: Must be able to work under conditions of frequent interruption and be able to stay on task.
