At Blue Cross & Blue Shield of Rhode Island (BCBSRI), our business is healthcare. But our focus is on improving lives. Be part of a team that is large enough to make a difference but small enough to be innovative. Work in a rapidly changing field. Take a chance to be creative. Move outside the status quo. Join others who know diversity is strength:
We appreciate and celebrate everything that makes us unique: age, national origin, citizenship status, perspectives, experiences, physical or mental disability, military status, race, ethnicity, religion, gender, sexual orientation, gender identity and/or expression. Our diversity strengthens us as an organization and helps us better serve an increasingly diverse Rhode Island population.

Why this job matters:
Partner with business leaders to gather and document business requirements for strategic and operational projects across the enterprise. Elicit, analyze, validate, specify, verify, and manage the business needs of the project stakeholders, to include customers, partners, and end users. Support business owners and executive sponsors through the project initiation process. What you will do:

  • Elicit requirements using interviews, document analysis, surveys, business process analysis and descriptions, use cases, scenarios, competitive product analysis, task and workflow analysis and/or requirements workshops. Use the information gathered to identify problems, opportunities, and solutions for the business to achieve better value.
  • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
  • Communicate with 3rd party vendors and partners to address technical and business questions, issues, or requests to ensure vendor requirements are accurately captured.
  • Integrate research, team ideas, and client feedback into solution requirements.
  • Facilitate requirements prioritization based on business value.
  • Solicit project cost and savings estimates. Partner with leadership to document benefit analysis. Present initial funding request to EPMO Finance committee.

  • Collaborate with cross-functional teams.
  • Present findings, recommendations, and project updates to various audiences.
  • Communicate technical concepts to non-technical stakeholders.
Documentation
  • Create accurate and understandable detailed documentation including meeting minutes, action items and decisions, business requirements, process flows, risks and issues, use cases, and user stories, and weekly status reporting.
  • Document and analyze business requirements, processes, and workflows ensuring that requirements statements are complete, consistent, concise, traceable, feasible, unambiguous and verifiable.
Quality Assurance
  • Manage requirements traceability information and track requirements status throughout the project.
  • Assist business partners with test planning and quality reviews to ensure solutions meet quality and scope objectives.
What you need to succeed:
  • Bachelor’s degree in Business Administration, or related field, or an equivalent combination of education and experience

Blue Cross Blue Shield Association experience is a plus.
  • Ability to effectively communicate effectively with key business and technical stakeholders of varying levels across multiple departments of the organization.
  • Ability to understand client requirements, business objectives, and financial constraints.
  • Proficiency in requirement gathering techniques, process modeling, and documentation.
  • Strong business acumen.
  • Strong analytical, problem-solving, and critical-thinking skills.
