JOB SUMMARY:
The City of Birmingham is in search of a highly skilled Business Partner Manager of Equity and Inclusion to devise, implement, and oversee programs that foster a diverse workforce within a comprehensive equity and inclusion framework. The role involves supervising a team of internal business partners who support the execution of projects and initiatives that promote equity and inclusion. The manager will handle and investigate employee relations complaints, resolving them when suitable. They will also create and interpret procedures for handling complaints and managing departmental operations, aligning with established guidelines, policies, and jurisdictional regulations. The position entails confidential and high-level managerial duties centered on equity and inclusion. A deep understanding of organizational compliance, human resources, and personnel laws, policies, and practices is essential. The role demands significant initiative, discretion, and independent judgment. The manager will oversee the department, report to the Chief Human Resources Officer, and interact extensively with other departments' leaders and employees, maintaining a high profile within the organization and the public.

MINIMUM QUALIFICATIONS:
To be considered for employment in this position, a candidate must possess the following:
  • Bachelor’s degree in Human Resources, Public Administration, Business Administration, Business Management, or highly related major area of study including coursework in employment law and business/public administration.
  • Experience developing and interpreting workplace policies and procedures, and ensuring internal compliance with and consistent application of those policies and procedures.
  • Experience guiding and directing investigations into employee grievances.
  • Experience facilitating and implementing an employee grievance process, appeal process, mediation, or other forms of due process systems.
  • Supervisory experience to include assigning work to subordinates, reviewing work, and making selection recommendations.


PREFERRED QUALIFICATIONS:
Preferred qualifications are experiences, education, and/or other job-related qualifications considered to be highly desirable by Merit System agencies. The preferred qualifications may be used by the hiring agency to identify applicants to invite to participate in subsequent selection processes.
  • Juris Doctor.
  • Master's degree in human resources or public administration.
  • Previous legal/labor relations experience.
  • Work experience applying knowledge of employment law.
JOB DUTIES:
Typical job duties include, but are not necessarily limited to:
  • Communicates the activity of the department to various parties (e.g., Merit System management and employees, citizens, board and council members, vendors, etc.) by promoting department and program information, creating relationships with management and employees throughout the organization and creating presentations and reports in order to communicate department activity.
  • Works with employees to ensure that a response is made to complaints regarding employee relations matters by receiving and investigating complaints, documenting actions made, and contacting managers and/or department heads to discuss various issues options.
  • Serves as an internal consultant to divisional and departmental management in order to develop and execute Equity and Inclusion programs and strategic plans related to human resources programs and services by collaborating with department heads and upper management to establish goals and objectives.
  • Oversees the Equity and Inclusion division in order to ensure efficient handling of compliance issues and/or concerns within the organization to include strategic planning, policy and procedure development, and establishing internal controls and noncompliance corrective action plans.
  • Identifies policy needs for personnel services and reviews, develops and makes recommendations for standards and policy and procedures, and provides interpretation of policies to employees, general public and upper management.
  • Evaluates the effectiveness of Equity and Inclusion efforts and identifies trends by gathering data, developing and maintaining databases, performing statistical analyses, and analyzing data and interpreting results to track trends and anticipate requests.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

The City of Birmingham offers a competitive compensation and benefits package, including:
  • Salary range: $85, 820 - 133,140 (starting salary is commensurate with education and experience)

CRITICAL KNOWLEDGES:
  • Knowledge of the systematic process for examining needs, determining goals, identifying performance gaps, and establishing priorities for action.
  • Knowledge of human resources principles and procedures (e.g., personnel recruitment, selection, training, compensation and benefits, and personnel information systems).
  • Knowledge of the jurisdiction in which one works including an extensive understanding of the financial, demographic, and geographic makeup of the jurisdiction and the municipal challenges associated with these factors.
  • Knowledge of employment and labor laws governing the employer/employee relationship, the negotiation process, and collective bargaining.
  • Knowledge of theories, practices, and processes designed to enhance individual and organizational performance through methodologies such as strategic planning, organization design, leadership development, training, change management, and performance management.
WORK ENVIRONMENT:
Work is conducted almost exclusively indoors in an office setting. Work involves use of standard office equipment, such as computer, phone, copier, etc.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.
