What you will do!
The Civil Rights Operations and Policy Strategist position is central to achieving the agency's strategic goal of eliminating health inequities by 2030 through the administration of innovative civil rights best practices and the agency’s nondiscrimination policies including but not limited to DAS 50.010.01 and OAR 943-005-0010. The agency's nondiscrimination polices apply to over 5,000 agency staff and anyone accessing OHA programs or services including over 1.5 million Medicaid members.
The position’s primary purpose is to integrate equity, inclusion, anti-racism and accessibility into existing systems and processes in accordance with the agency’s Diversity, Equity, and Inclusion (DEI) Plan through innovative and proactive interventions such as program specific: customized in-depth environmental scans; short term and long-term goal development; workflow gap analysis; root cause analysis; training gap analysis; short term and long-term training plans.
These innovative and proactive interventions are informed and shaped by the position’s regulatory role to investigate all internal and external concerns, complaints and grievances related to civil rights received by the agency.
The investigative process at OHA is distinct because it requires intensive research, analysis, and evaluation for not only the concerns surrounding the individual complainant but also a review of agency’s processes, procedures, and systems to identify short and long term contractual, operational, policy, and system improvements to reduce or eliminate the underlying factors which may have contributed to a potential nondiscrimination policy violation. This position is responsible for working with agency executive leadership to ensure appropriate steps are taken to integrate the identified improvements. The position must also document findings in a comprehensive report and provide detailed analysis for agency executive leadership.
The civil rights operations and policy strategist is responsible for understanding the agency's complicated and conflicting operational and service goals and providing strategies and recommendations to move the agency's primary strategic goal of eliminating health inequities by 2030 to the forefront through civil rights evaluations and consultations with agency leadership, agency management and OHA contractors such as Coordinated Care Organizations and Oregon Public Health Departments.
What we are seeking:
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
Requested Skills/Attributes:
Preferred degree in Public Administration, Education, Behavioral or Social Sciences.
Preferred candidates will have any of the following: coursework, training and/or program development focused on adult education, social justice, racial justice, disability justice, anti-racism, dismantling institutional privilege, social determinants of health and equity, community organizing, marketing, and policy development.
  • Demonstrated commitment to professional development around anti-racism, eliminating health inequities, culturally and linguistically appropriate services, civil rights, social justice, universal accessibility, cultural humility / cultural responsiveness, social determinants of health and equity, unconscious bias, trauma, healing, and resiliency-informed practices.
  • Demonstrated experience in conducting investigations and processing complex complaints, developing an investigation plan, develop case file, gathering evidence and conducting interviews, determine findings with recommendations, and preparing comprehensive investigative reports.
  • Demonstrated experience conducting complex investigations with multiple parties and making policy, operational or systemic change recommendations because of the findings in an investigation.
  • Demonstrated ability to manage large complex projects and continued management to ensure work is completed in a timely, accurate and effective process across a complex organizational structure.
  • Demonstrated ability to engage and work effectively with culturally and linguistically diverse communities, including existing effective relationships with diverse community leaders throughout Oregon.
  • Experience developing, implementing, monitoring, and evaluating policies and programs that allow OHA to meet its strategic plan goal of eliminating health inequities in Oregon by 2030.
  • Experience providing policy or regulatory consultations or technical assistance to state and community-based programs on civil rights related strategies and initiatives.
  • Must be able to interpret federal and state laws, regulations and guidelines and apply the interpretations to the facts in an investigation.
  • Must have strong writing, organizational, analytical, and problem-solving skills.
  • Fluency in Spanish or other non-English language preferred.
  • Juris Doctorate preferred.
  • Certified Affirmative Action Professional (CAAP) or Certified Diversity and Inclusion Professional (CDP) preferred.
Working Conditions:
The E&I office is located in Portland. Travel is required to Salem and around the state. Telework is an option for some aspects of the work.
Some nontraditional work hours.
Requires frequent use of a computer for prolonged periods to produce written documents. Must have good computer skills and willing to learn new technologies as they are introduced into the workplace.
