Commerce Specialist 3

The Community Services Division (CSD) partners with local governments, Tribes, community based organizations, and nonprofits to provide community assistance, promote individual and family self-sufficiency, address the causes and effects of crime and violence, and reduce poverty.

This position works within the Office of Crime Victims Advocacy, manages the Domestic Violence Legal Advocacy (DVLA) program, and assists with Violence Against Women Act (VAWA) program development, and implementation. The position provides technical assistance to community partners with consultation from the section manager. It monitors compliance and accuracy of data with reporting to support data driven decisions and manages the full grant cycle.

Duties

Grant Management and Program Development
Tasks include:
  • Program management of domestic violence legal advocacy program including planning and development of program goals and objectives.
  • Responsible for developing applications and/or request for proposals. Evaluates applications, convenes and facilitates application review teams as needed, and makes funding recommendations to the section manager (COM Spec 5) regarding assigned applications. Independently provides oversight to lower level OCVA staff around the grant proposal process from receipt through grant execution. Develops grant statements of work or work plans. Prepares and reviews final contract documents.
  • Monitors grants to ensure achievement of program goals and objectives. Provides complex technical assistance to grantees regarding compliance, service performance, and risk assessment. Prepares site visit and desk monitoring reports and documentation of technical assistance provided. Identifies and tracks grantee needs, conducts analysis of trends in the field. Keeps section manager and unit manager apprised of grantee compliance issues. Develops and implements training and/or technical assistance plans.
  • As the program manager, responsible for developing and implementing individual complex problem-solving plans with grantees experiencing difficulty being or staying in compliance, meeting service delivery standards, or other issues. Completes complex risk assessments by reviewing and analyzing grantee information. Independently conducts fiscal accountability reviews on assigned grantees, as appropriate. Develops plans for corrections or improvements, as required.
  • Develops and implements strategies to improve coordination of services in communities.
Responsible for creating and/or maintaining cooperative community relationships with
grantees, service providers and communities.
  • Manages the negotiation, development and monitoring of project budgets in coordination with department accounting staff. Maintains financial documentation, tracking systems, conducts review and approving vouchers for payment. Implements established system of financial documentation of expenditures. Reconciles assigned grant budgets on a monthly basis.
  • Consults and provides information regarding site visits, desk monitoring, correspondence,
and discussions that result in applicable information regarding other OCVA grants with the
other staff in the unit.
  • Conducts complex program planning and development for program processes, projects or
policies. Coordinates program advisory groups, workgroups, and stakeholder meetings.
Consults in the development of committee work plans, meeting planning, and follow-up.
  • Manages and serves as the violence against women program lead on one or more program-related statewide initiatives such as, but not limited to domestic violence initiatives including language access issues; InfoNet data; and/or statewide technical assistance for grantees.
  • Incorporates principles of cultural competency into grant and program development work
such as ensuring grant requirements are culturally appropriate and meaningfully address
services in marginalized communities in a culturally appropriate manner.
  • Serves, as assigned by the assistant director, as the agency spokesperson on specialized
programs and initiatives. Participates on internal/external department, division, and unit work groups related to grants, monitoring, evaluation, data, etc. Assists section manager in
developing federal grant applications as OCVA seeks grants related to crime victim services.

Data Coordination
Tasks include:
  • Coordinates program data collection. Monitors submission by grantees of required data and checks for timeliness, completeness, and accuracy. Contacts grantees to provide technical assistance or seek clarification for those whose data is inaccurate or incomplete.
  • Assists with the planning and development of data collection systems that meet individual
program requirements and needs. Prepares data reports and distributes, based on their
purpose. Responds to individual inquiries from federal agency, grantees, staff, public, media, and others who are requesting data. Coordinates training and provides individual technical assistance as requested or assigned.

Technical Assistance and Consultation
Tasks include:
  • Develops, analyzes, and assesses technical assistance plans using professional experience and knowledge, journal articles, research, best practice standards, and consultation, as needed. Consultation topics may include, but are not limited to, service delivery, cultural competency, criminal and civil justice systems, personnel, systems advocacy, or other program services. Provides technical information, including conducting literature searches and review of various professional journals. Provide oversight to and collaborates with contracted technical assistance providers that assist OCVA grantees.
  • Assists other direct service agencies meeting the needs of or providing system response to victims of domestic violence, sexual assault, dating violence or stalking.
  • Conducts outreach to tribes, tribal organizations, and organizations working in marginalized or underserved communities.
  • Incorporates principles of cultural competency into technical assistance and consultation
work.
  • Coordinates and/or conducts training and provides technical assistance to public policy
makers, staff and service providers, based on best practice analysis, literature search, and
field experience.
  • Prepares written reports, analyses, resources, and publications as required

Qualifications

Required Qualifications:
  • Bachelor’s degree AND three years of professional experience in community, trade or economic development with a focus in managing grants for services to victims of crime. OR, if the applicant does not have a Bachelor’s Degree, seven years total of a combination of higher education and professional experience as described.
  • Professional experience working with grants to community-based and criminal justice organizations assisting crime victims, experience in contracting public funds to community agencies, and experience working for or in partnership with organizations based in marginalized communities and/or Native American tribes.
  • A graduate or advanced degree may substitute for one year of the required experience.
  • Ability to operate computer, telephone, copier, network printer, and vehicle.

Preferred Qualifications:
  • Demonstrated high-level interpersonal communication skills; clear oral and written communication ability; able to work effectively with grantees and other clients.
  • Ability to analyze complex documents.
  • Ability to meet budget, grant and reporting deadlines with high degree of accuracy.
  • Knowledge of principles of organization and public administration of local, state, or federal social services programs including their application and intent, sources of funds and requirements controlling their use.

Supplemental Information

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule.
