COLORADO PARKS AND WILDLIFE

This work unit exists to manage the Arkansas Headwaters Recreation Area (AHRA), a 152 mile long river-recreation based Park within the guidelines of Colorado State statutes, regulations, and Colorado Parks and Wildlife policy and procedures for the use, benefit over one million visitors which utilize the area annually. This unit provides a diversity of recreational and educational opportunities to the public, while working to ensure that safety and high quality standards are met. The unit is responsible for providing visitor services, maintenance functions, natural resource protection, environmental education, administrative functions, law enforcement, inter-agency cooperation and program development assisting with statewide programs. The work unit administers a variety of State Park programs within multiple counties and provides recreation and natural resource management expertise to Federal, State, County, local, and private entities.

Description of Job

This position exists to supervise and to provide a safe and pleasant environment for recreational activities by cleaning, repairing, replacing and operating equipment, systems, grounds, facilities, and infrastructure for the use of park visitors and staff. This position primarily inspects and maintains, visitor services buildings, utilities, purchases janitorial supplies, user level computer server and troubleshooting functions and maintaining compliance with Local, State and Federal guidelines (OSHA, ADA, etc.). This position provides management support by hiring, training, scheduling and supervising full time and temporary maintenance personnel and volunteers to accomplish work plan goals and fulfill day-to-day, periodic and long-term maintenance functions. This position has purchasing responsibilities, will work with budgets, contractors and must operate within state fiscal guidelines. This position will acquire and maintain certifications as needed to fulfill the functions of the position. Areas of responsibility required to complete these operations include planning work strategies, park policies and procedures, supervision of full time and the temporary employee workforce, maintaining a safe recreational environment, and protecting the natural resources. This position must have the basic understanding of computer use to include; Microsoft word, excel and Microsoft outlook. This position must have the basic understanding of GIS. This position must complete/submit regular reports and communicate with park management, State Park management teams, utility companies, outside agencies, partners and the general public. This position also exists to address any additional/unforeseen issues, duties, problems, etc. that the visitors, staff, park, or agency may encounter. This position directly supervises 2 FTE and is the second line supervisor to approximately 10 temporary employees (hired mostly in the summer season).

Other position duties may include managing the park’s grounds, roads, shorelines, campsites, group picnic area, trails, boat ramps, management of park owned and/or State Fleet owned vehicles, alternative vehicles, general equipment maintenance and participates in the planning and execution of natural resource management, weed/pest management.

This position may have exclusive responsibility or shared responsibility of these duties.

MAINTENANCE PROGRAM MANAGEMENT
Assures work unit maintenance needs are accomplished effectively and efficiently by planning and completing and/or delegating appropriate maintenance duties, resolving maintenance related problems, operating within an established budget to order, purchase materials/supplies, and complete and submit required reports. Designs work plans and completes and/or delegates field work to achieve the park’s maintenance goals for landscaping, weed/pest management, utility systems, equipment, vehicles, picnic areas, campgrounds, trails, boat ramps and the park’s natural resources while assuring the safety of the public and park employees. Works with Colorado Parks and Wildlife Development Staff, contractors and vendors to complete projects. Plans and conducts safety training for FTE and temporary employees to reduce accidents. Is the designated safety officer for the park. Conducts park inspections of buildings, grounds, roads, facilities and structures and documents findings. Ensures the park meets established standards and practices in the storage of chemicals, paints, hazardous materials, building supplies and the proper disposal of waste/surplus materials.

Attends trade related trainings and self-educate regularly to ensure proficiency and legal compliance with safety and administrative regulations, maintain required certifications for park systems, and bring section needs and potential liabilities to the attention of park management.

SUPERVISION
Formulates and directs the set-up of internal processes to supervise two full-time (FTE) and ten temporary (TWP) employees and directs their activities to accomplish the park’s annual work program. the park maintenance program including: work plans, progress reports, employee paperwork and evaluations, paperwork associated with making purchases, annual requests for funding from numerous sources, regular periodic reporting for volunteer program, usage reports for fuel, chemicals, periodic activity logs, requests for bids from contractors, vendors, recording work hours and maintaining all records according to policy. Develops and implements processes to ensure the daily operations of the park run smoothly including: recruiting, hiring, training, assigning duties, scheduling, resolving conflicts, disciplinary/corrective actions, delegation of special projects/duties, completing performance evaluations, verifying timesheets, ensuring compliance with statutes, policies and procedures, maintaining documents and employee files. Delegates and assigns routine or project oriented tasks.

MAINTENANCE
Performs Maintenance tasks independently or in conjunction with subordinate staff in the construction, repair, cleaning and fabrication of buildings, facilities, equipment, vehicles and grounds to further the goals of the maintenance work program. Monitors, maintains and manages the park maintenance section including grounds and related infrastructure. These areas include but may not be limited to: electrical, plumbing, sprinkler systems, campgrounds, picnic areas, roads condition and cleanliness, dumpsters and waste management, roads and road shoulders, open space areas (with vegetation, wildlife and pest management), interior/exterior lighting, and management of pesticides/herbicides. Operates and maintains/repairs maintenance related equipment including but not limited to: Tractors, tractor implements, skid steer, trailers, OHV and dirt bikes, snowmobiles, dump truck, snow plow, mowers, landscaping tools, a wide variety of power and hand tools. Maintains skills and certifications (if required) in the areas of water systems, sewer, electrical, plumbing, carpentry, masonry, painting.

ADMINISTRATION
Prepare records and reports concerning the areas that fall under the park maintenance program including: work plans, progress reports, employee paperwork and evaluations, paperwork associated with making purchases, annual requests for funding from numerous sources, regular periodic reporting for fleet, usage reports for fuel, chemicals, periodic activity logs, requests for bids from contractors, vendors, recording work hours and maintaining all records according to policy.

DESIGN & DEVELOPMENT
Provides for Design and Development of parks small capital projects improvements and minor in-house renovations of park facilities. Researches materials and prepares necessary concept drawings. Provides in-put, comments, and recommendations to park management staff for capital construction projects that occur on the park. Is the designated project manager for construction activity on the park that cannot be managed by the region’s engineering personnel. Ensures GIS mapping information for park’s infrastructure is part of documents for all new construction on the park and/or either directly or through delegation maps existing infrastructure through GIS technology to upgrade all park records.

NATURAL RESOURCE MANAGEMENT & PROTECTION
Provides for natural resource management and protection by overseeing subordinates in the development and implementation of plans that preserve, protect, and enhance the park’s natural resources through accepted agricultural, horticultural, and forestry practices. Determines needs, establishes priorities, implements program practices, and requests appropriate funds to accomplish necessary tasks.

Minimum Qualifications
Five (5) years of relevant experience in in construction, carpentry, equipment/machinery operation, farming, ranching, range land management, wildlife/habitat management, resource management, landscaping, facility maintenance/management, HVAC, plumbing, welding, electrical or an occupational field related to the work assigned to the position.

OR

A combination of related education in construction or project management, natural resources, environmental science, recreation management, business or a related field of study and/or relevant experience in an occupation related to the work assigned equal to five (5) years

Substitutions

  • Appropriate education will substitute for the required experience on a year-for-year basis.

Conditions of Employment
  • State of Colorado residency is required at the time of application.
  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
  • May be required to work weekends/holidays and after hours shifts.
  • Must be capable of operating maintenance equipment including but not limited to: mowers, chain saws, weed whips, tractors, skid steer, snow plow, backhoe, dump truck, and OHV’s.
