Job Description

he Agency of Education is seeking a Deputy Director for the Agency's Data Management and Analysis Division (DMAD). The main role of DMAD is to lead the Agency of Education in developing and implementing a coherent, cohesive, enterprise-wide data strategy, thus enabling the Agency to support the varied data applications, disparate systems, and workflows in use across the organization. The DMAD Deputy Division Director operates with a high level of technical competency and managerial oversight, overseeing the Division's data infrastructure, supporting the Division Director in overseeing the development and implementation of the AOE's enterprise portfolio of data work, practices, and systems. Collaborative work with the Agency of Digital Services and other internal and external partners is expected.Duties include: Oversight and management of DMAD's data collection and storage infrastructure in collaboration with Agency of Digital Services; assuring interoperability among systems and maintaining system functionality.

Refine AOE's data ingestion processes, including data linkage across various state partners (Local Education Agencies as well as other State Agencies and Departments) Oversee the implementation of a common data standard for AOE and the development of VT's SLDS (State Longitudinal Data System), pre-K through employment. Ensure DMAD has the technical tools needed to work efficiently and effectively. Assist in the development and implementation of Data Governance policy and procedures for DMAD and AOE. Ensure data quality through implementation of quality assurance protocols, training, and continual process improvement cycles.

Collaborate effectively across the Division to ensure processes are inclusive of all data users, data stewards and stakeholders. Standardize business and data processes across the Division (and the Agency) to ensure organizational alignment. Develop and maintain an inventory of Agency data collection and reporting. Assess for automation and align with data standards.

Project management as necessary. Coordinate and collaborate with Agency of Digital Services, State Enterprise Project Management Office, AOE Program managers, and Information Technology Leaders, managers, and staff.The Deputy will support the Division Director in developing long range plans and programs related to Agency goals and overall policy directives, including ensuring those plans and programs align with federal and state mandatory requirements.Positions at this level work under the general supervision of the Division Director to build Division and project budgets, monitor costs and facilitate the allocation of resources at the Director's instruction to achieve the change management, education data processes, and technology goals at the Agency. Supervision may be exercised directly over a portion of the Division Teams, and indirectly over the other Division Teams.The AOE is at a pivotal moment in the evolution of our education data strategy. We have invested significant resources to ensure robust, streamlined processes for the varied, required data collections, applications, local systems, and division workflows across the organization and state.

The Deputy Division Director will assist with the next phase of DMAD's growth -- leveraging the data the Division collects to provide AOE, LEAs (Local Education Agencies) and other stakeholders with information to inform data-based decision making and public policy making at the District level.Successful candidates will have a strong technical knowledge of Data Science and Management. This position will be expected to have significant oversight of AOE's large and complex education data systems which span across multiple divisions within the Agency, as well as partner Agencies.
