Job Description

Role and Scope of Position:
This position is responsible for the management and operation of the Eversource transmission, sub-transmission, network and distribution electric systems, including responsibility for managing the Eversource Transmission Local Control Center and Eversource's relationship with ISO-NE. This position is accountable for the overall management of electric system security, dispatching and switching activities and coordinating all work performed on Eversource electric systems. This position has overall responsibility for managing and restoring all electric system events with an emphasis on customer restoration utilizing Electric Service overhead and underground troubleshooters and all other Electric Operations personnel as required.
This position has responsibility for the readiness, planning and management of the Eversource emergency preparedness processes, procedures and plans. Emergency preparedness includes, but is not limited to, events attributed to major weather storms, municipal, state or federal government emergencies, Eversource infrastructure emergencies (e.g. Black Start, Network Restoration, Loss of SCADA/Communications) and Eversource business continuity emergencies.
Specific to Respond and Restore:
This position reports to the VP of Electric Systems Operations and is responsible for the management and operation of the Eversource Electric System Operations Respond and Restore Organization. This position will drive continual improvements to our reliability performance and our Customer's satisfaction.

Essential Functions:

  • Oversees monitoring of system conditions and loading, pool coordination, safety clearance support, event notification, and reporting and coordination of activities in support of the operations and restoration processes.
  • Understands, interprets and applies industry and corporate transmission planning and operating standards consistent with federal, state and local regulations and practices.
  • Responsible for Eversource's Control Center IT applications such as OMS, SCADA and Transmission EMS applications, along with other electric system IT business applications in collaboration with Eversource Information Services (NIS), ISO/NE and other stakeholders.
  • Manages Eversource's Emergency Preparedness area including assuming the role of Restoration Section Chief during declared system emergencies.
  • Oversees the management of Troubleshooters/Response Specialists across the entire Eversource system.
  • Identifies, develops and implements best practices, processes and procedures to achieve efficient and effective electric system operations and dispatch.
  • Manages communications with executives, customers, communities and other stakeholders regarding system conditions, restoration activities and other Company emergency conditions.
  • Oversees retention and development of dispatch and troubleshooting staff. Assesses the need for, and oversees implementation of, programs to ensure employees possess required technical and behavioral skills to support operating plans and department responsibilities. Leads, manages, selects, coaches and develops staff.
  • Establishes and monitors goals, policies, plans, standards, performance objectives and budget for the System Operations process. Analyzes and recommends resource levels to plan, develop and implement policies and practices. Establishes operating and financial objectives and aligns organizational and corporate goals.

Specific to Respond and Restore:

  • Oversees, monitors, and controls the daily performance of the Respond and Restore Organization.
  • Understands, interprets, and applies industry and corporate procedures and standards consistent with all Eversource, federal, state and local regulations and practices.
  • Works closely with the System Operations Center, Engineering, Substation, Field Operations, Customer Care, and Emergency Management to ensure that all issues are proactively and efficiently addressed.
  • Identifies, develops, and implements best practices, processes and procedures to achieve efficient and effective electric system operations, service restorations and Customer satisfaction.
  • Manages communications with executives, customers, communities, the workforce and other stakeholders regarding system conditions, restoration activities and other Company emergency conditions.

Technical Knowledge/Skill/Education/Licenses/Certifications:

Technical Knowledge/Skill:

  • Requires extensive knowledge of the design, operations and maintenance of substation and electric distribution infrastructure.
  • Requires comprehensive knowledge of distribution system procedures, processes and operations, including SCADA and OMS systems.

Specific to Respond and Restore:

  • Requires extensive knowledge and application of electric service restoration operations and techniques (Standards, Troubleshooting, Work Methods, OMS, SCADA) in addition to construction and maintenance of the electric distribution infrastructure.
  • Requires comprehensive knowledge and execution of Customer Satisfaction objectives and Labor Relations activities.

Education:

  • Requires a Bachelor of Science Degree or related discipline.
  • MS in Engineering or MBA preferred.

Experience:

  • Minimum of twelve (12) years managing or supervising groups engaged in distribution operations, with a minimum of five (5) years leading and managing electric system operations, switching and outage management.
  • For Respond and Restore: Minimum of twelve (12) years managing or supervising groups engaged in electric service restoration activities with a minimum of five (5) years leading and managing electric system operations, restoration, switching and outage management.

Working Conditions:

  • Must be available to work emergency restoration assignment as required.
  • Must be available to travel between MA/CT/NH as necessary.
