DSHS ALTSA Regional Administrator

ALTSA Home and Community Services (HCA) within the Department of Social and Health Services (DSHS) has an exciting opportunity for a Regional Administrator to join our team. In this role, you serve as the Appointing Authority and provide leadership, direction, and accountability for all aspects of strategic region-wide management of HCS programs. Home and Community Services has over 352 employees serving citizens in Region 2 who conduct assessments and service planning through functional and financial eligibility determinations in offices across six counties; this includes long-term care services, providing support for individuals to live as independently as possible in their communities.

As the Regional Administrator, you will lead short- and long-term strategic planning, provide oversight and leadership in effective change management planning and support, and have fiscal accountability for HCS programs in the region. You will be responsible for the daily oversight of all regional operations, including:


  • Delivery of the department’s long-term services and supports programs.
  • Supervision of staff, personnel and staffing, and employee engagement.
  • Facility planning, safety and emergency planning, and Continuity of Operations Plan (COOP) development and implementation.
  • Manage regional budget and resource allocation.
  • Policy implementation.
  • Regional training and quality assurance.
  • Legislative coordination, media, constituent and legislative inquiries and response.
  • Stakeholder engagement and outreach.
  • Other daily activities of running a region that promotes a culture that supports the mission, objectives, and vision of ALTSA and DSHS in transforming lives.
This role is a mix of in-person and remote work with travel required.

Some of what you’ll do:
  • Inspire others to excel by providing exemplary leadership and oversight to all staff within Region 2.
  • Create, develop and lead a dynamic leadership team to implement new initiatives, streamline operations and meet the needs of Region 2 staff.
  • Promote quality improvement, program integrity, service consistency and excellence.
  • Identify, evaluate, and mitigate risks.
  • Develop local strategic partnerships with stakeholders, Area Agencies on Aging partners, and provider Associations.
  • Champion the Department's core values and initiatives around equity, diversity, access and inclusion.
  • Ensure regional work is in alignment with the ALTSA Strategic Plan and Regional Business plan and help engage staff in making connections between these plans and their daily job duties.
  • Set standards and expectations for all employee personnel matters, including salaries, duties, work hours, employee investigations, and employee union-related issues.
  • Ensure program compliance with all state and federal requirements and implement corrective action plans when necessary.
  • Promote a continuous improvement process and make recommendations around business operations, work processes and business practices that could be streamlined.
What we’re looking for:
  • Master's Degree in Social Work, Human Services, Business Administration, Public Administration, Healthcare Administration, Finance or a related field ( or a combination of education and/or work experience);
AND
  • Seven (7) years of high-level managerial experience; leading multi-level units and with a proven track record for effective team management, results-driven leadership, excellent in communication: and problem-solving skills

AND

  • Three (3) years of experience developing and implementing programs providing services in aging and disability services, adult protective services, public health, mental health or other related areas;

AND

  • Three (3) years of experience working with stakeholders or constituents building consensus.

Skills and Abilities:
  • An innovative and inspiring leader with a strong commitment to staff and in providing culturally competent services to older adults and adults with disabilities.
  • Demonstrated success in community development, planning, and assessment while fostering collaborations among partners within community-based organizations.
  • Ability to successfully develop, monitor, negotiate, and defend multi-million dollar annual operating budget, while establishing best use of limited resources
