Job Description

Position Overview

Assist the Associate Director of Emergency Management in the advancement of the University’s Emergency Management Division; assist, develop, test the implementation of the Emergency Operations Plan; develop, implement, and deliver emergency preparedness educational programs; serve as a liaison on emergency preparedness; partner with external agencies on drills, plans and emergency related issues; and perform directly related work as required.

Job Description

25% - Assist in the implementation of necessary updates to Emergency planning documents, including the emergency operations plan, continuity of operations plan(s), emergency response guide, and development of department- or any other related planning documents and procedures.

20% - Develop, conduct, attend and observe emergency preparedness drills, exercises or simulations. Assemble the Emergency Operations Center for events, exercises/drills/simulations and in emergencies. Maintain Emergency Operations Center equipment, which includes updating laptop computers and Virtual EOC platform.

15% - Assist in the development and design of instructional materials for University emergency management programs; instruct, teach and educate students, faculty and staff on emergency preparedness, emergency plans, protocols, procedures and command and management courses.

15% - Administer the university’s Automated External Defibrillator (AED) Program by conducting monthly inspections, performing maintenance, maintaining records, submitting purchase orders, and conducting program cost projections and analysis.

10% - Manage asset management and accountability systems, databases, records, and printed credentials in accordance with the state of Kansas’ Comprehensive Resource Management and Credentialing System (CRMCS). Deploy and manage accountability systems at events and incidents as requested.

5% - Attend meetings, conferences, workshops, and training sessions and review publications and audio-visual materials to become and remain current and proficient on principles, practices, and new developments in assigned work areas.

5% - Maintain situational awareness for hazardous weather and other emerging threats and notify university partners as needed.

5% - Keep the immediate supervisor and designated others accurately informed concerning project progress, including present and potential work issues and make suggestions for new or improved ways to address such issues.

Position Requirements

  • Possession of a valid driver’s license and acceptable driving record.
  • Must be available for after-hour on-call duty and participate in occasional scheduled and unscheduled events that may occur before or after normal working hours.
  • Must be 21 years of age or older.
  • Must be a U.S. citizen.
  • Must be free of any diversions for or convictions of felonies or their equivalent and free of any diversions for or convictions of misdemeanor crimes of domestic violence or their equivalent.
  • Ability to work outside regular business hours and weekends when working incidents and university events.
  • Must submit to and pass a thorough background investigation.

Required Qualifications

  • Bachelor’s degree in Emergency Management, Public Administration, Business Administration, or related field and 1 year of related professional experience, or a minimum of 5 years of related professional incident management experience and high school diploma/GED.
  • Kansas Certified Emergency Manger (KCEM) with Kansas Emergency Management Association (KEMA) or be able to complete the certification within 12 months, upon hire.
  • At least one year of experience working in an environment that requires the use of Microsoft Office 365.
  • Demonstrated excellent written and verbal communication skills in one-on-one or group settings.
  • Knowledge of emergency preparedness organization, objectives, project planning procedures and requirements as evidenced through application materials.
  • Experience in delivering presentations to response staff, including law enforcement as evidenced by application materials.
  • Strong attention to detail as evidenced through application materials.

Preferred Qualifications

  • Certified Emergency Manager (CEM) with the International Association of Emergency Managers (IAEM), or successful completion of FEMA’s Master Exercise Practitioner Program (MEPP).
  • Ability to integrate and apply the concepts of comprehensive emergency management (mitigation, preparedness, response and recovery) into the University of Kansas disaster programs.
  • Knowledge of public safety practices, laws, regulations, policies and principles based on experience.
  • Demonstrated continuous effort to work cooperatively and jointly to improve operations and streamline work processes based on experience.
  • Demonstrated ability to make good judgments and independent decisions based on experience.
  • Knowledge of research techniques, methods and procedures based on experience.
  • Demonstrated ability to exercise good judgment in appraising emergency preparedness issues.
