Job Summary and Qualifications

This position serves as Manager, Enterprise Emergency Operations & Clinical Medical Transport within the Clinical Services Group – Enterprise Emergency Operations and Medical Transport. Charged with the program management of assigned HCA Emergency Operations and Clinical Medical Transport strategies to provide high quality care to our patients and the communities we serve.

Responsibilities may include, but are not limited to: support and collaborate with the AVP and VP of Enterprise Emergency Operations and CSG Medical Transport, and the regional and Corporate medical transport leaders from the Patient Logistics Centers, as an enterprise leader in support of the emergency operations and medical transport programs and other Enterprise initiatives. The Manager, Enterprise Emergency Operations and Clinical Medical Transport will be responsible for clinical medical transport program management and strategy, the implementation of departmental short and long-term strategies and goals; enterprise evaluation for preparedness and emergency response; and management of emergency response planning and incident action planning.

Emergency Operations:

  • Develop a portfolio of operational playbooks, along with subject matter experts.
  • Coordinate with federal, state, and local agencies.
  • Coordinate emergency planning within the HCA enterprise as well as local government, state and federal agencies, and the private sector
  • Participate as a member of the Emergency Operations Center team during emergency activations
  • Conduct threat and hazard vulnerability assessments, perform impact analysis in the areas of clinical and business operations
  • Develop and administer emergency management programs including planning, drills, and training
  • Collaborate with supply chain, staffing workforce solutions and contractors to ensure emergency supplies and equipment, staff and resources are available at all times
  • Ensure timely and accurate emergency planning by developing and monitoring content on the SharePoint website, as well as designated incident management systems
  • Organize, design and conduct drills and clinical trainings sessions. Work with Divisions and Facilities to ensure their emergency response teams are prepared and equipped for emergency response (On-site travel will be required)
  • Serve as the liaison for up to five Divisions. Coordinate EOC participation in Enterprise disaster exercises and attend joint preparedness meetings with HCA Division leaders.
  • Partner with HCA Service Lines to ensure all hazards emergency preparedness within each area or discipline.
  • Coordinate joint exercises with internal stakeholders and external partners.
  • Coordinate, problem solve, and manage expectations within all levels of organization. Coordinate and work with divisions, facilities, multi-disciplinary teams, including clinical and non-clinical staff in order to develop and implement procedures and programs

Medical Transport Operations:

  • Provide organizational and project support to the Enterprise-wide Medical Transport Physician Medical Directors collaborative
  • Provide clinical transport expertise and support for developing EMS crew clinical competency standards, training, and continuing education to ensure clinical practice guidelines
  • Lead creation of standard clinical protocols in collaboration with clincal leaders from the Patient Logistics Center
  • Collaborate on a routine basis with clinical leaders from the Patient Logistics Center on quality indicators, quality reviews, and root cause analysis case reviews
  • Provide oversight and project management support to HCA’s Enterprise Emergency Operations Ground and Air Mass Patient Movement Programs
  • Provide clinical subject matter expertise and field support for Enterprise-wide medical transportation technologies; ensure alignment with clinical pathways and protocols

Quality:

  • Manage Enterprise-wide quality, compliance and accountability with GAMUT platform
  • Creation and maintenance of appropriate data, metrics and reporting of GAMUT program
  • Serve as a corporate liaison in creating standard clinical competencies, new hire training and re-current SIM training
  • Assist with development and maintenance of Enterprise-wide accreditation (e.g. CAMTS)

Specialty Services:

  • Serve as a liaison for Enterprise-wide transplantation service line
  • Serve as a liaison for Enterprise-wide NICU/PICU/HROB service lines
  • Represents CSG at relevant internal/external meetings
  • Establish medical transport clinical quality management programs

EDUCATION & EXPERIENCE

Bachelor’s degree in nursing, emergency management, health sciences, industrial safety, or law enforcement, with related emergency management/operations field experience and 5 plus years related experience, in addition to a current Paramedic certification. Flight Medical Transport experience.

  • Moderate travel: 50%

  • 24/7 On-Call for Enterprise Emergency Situational Awareness and Response Travel and working locations may include short-to-no-notice deployments into disaster areas and/or austere conditions for prolonged periods of time up to and beyond two-week intervals. Work hours and work days during these deployments are highly variable and may require intervals of 12-hour shift working days.
