General Summary:

Summary:
Under the supervision of the Senior Director of Emergency Management and Public Safety, the Manager - Emergency Preparedness and Regulatory Compliance is responsible for the department’s and Bayhealth’s system-wide daily emergency management and environmental safety needs. The incumbent coordinates with the local, state and federal agencies to ensure Bayhealth personnel and resources are effectively utilized during emergencies.

This position is part of the Bayhealth Incident Command Team and will be expected to report to assist the Incident Commander in the Emergency Operation Center in the event of activation.

The incumbent is responsible for the training for and the development, design and coordination of exercises to ensure compliance with the requirements of all authorities having jurisdiction.

The incumbent is responsible for the maintenance and upkeep of the Emergency Operations Center (EOC), emergency response equipment and supplies, Bayhealth Emergency Operation Plan (BEOP), Standard Operating Policies, Standard Operating Guidelines and other pertinent documents.

The incumbent supervises staff, including, but not limited to the Environmental Health and Safety Specialist, Hazardous Materials Specialist, and Safety Educator. The incumbent is responsible for leading assigned staff in their areas of responsibility.

Responsibilities:

1. Plan, Coordinate, and implement all emergency readiness drills as required by Joint Commission, CMS, and best practices. At a minimum internally a full-scale exercise, 4 tabletop exercises, 6 small scale drills, and 4 facilitated discussions shall be completed annually
2. Maintain Bayhealth’s Emergency Operations Plan, its various components, and equipment. Recommend revisions as appropriate. Provides training to the organization on Bayhealth’s Emergency Management Plan(s), equipment, and response principles including use of appropriate equipment
3. Develops and submits all bed status reports, situational reports, and communicable disease reports for the State of Delaware Public Health Division
4. As delegated, attend committees/meeting including, but not limited to: Delaware Public Health, Kent County Local Emergency Planning Committee (LEPC), Sussex LEPC meetings, and other pertinent Emergency Management meetings as the representative of the Senior Director of Emergency Management and Public Safety.
5. Chair the Bayhealth Emergency Management committee meeting
6. Ensuring Bayhealth’s compliance with the Joint Commission’s Emergency Management Standards. Completing a compliance report the 1st quarter of each calendar year with the Joint Commission’s Emergency Management Standards.
7. Report to Bayhealth’s Emergency Operations Center when an emergency is declared by Bayhealth’s Administrator on Call (AOC), He/she shall help document the incident and complete all after-action reviews
8. Identifies, documents, and manages annual ASPR grant requests. Seeks out other available grant programs as applicable
9. Responsible for the issuance, documentation, and tracking of keys for the organization. Working closely with the locksmith to ensure appropriate keys are being issued
10. All other duties as assigned within the scope and range of job responsibilities.


Required Education, Credential(s) and Experience:

  • Education: Bachelor Degree
  • Credential(s): Driver License
    Basic Life Support -Within 90 days, if not already obtained.
    Certified Emergency Manager within 24 months of hire if not
    ICS-100: Introduction to the Incident Command System
    ICS-200: ICS for Single Resources and Initial Action Inciden
    ICS-400: Advanced ICS
    CHSO-Basic within 1 year of hire if not already obtained
  • Experience: Required: 6 Emergency Management or Safety experience with 3 years progressive supervisory experience.

Preferred Education, Credential(s) and Experience:

  • Education: Bachelor's degree, bachelor's degree in criminal justice, Emergency Management
  • Credential(s): Driver License
    Basic Life Support -Within 90 days, if not already obtained.
    Certified Emergency Manager within 24 months of hire if not
    ICS-100: Introduction to the Incident Command System
    ICS-200: ICS for Single Resources and Initial Action Inciden
    ICS-400: Advanced ICS
    CHSO-Basic within 1 year of hire if not already obtained
  • Experience: Preferred: 10+ years Emergency Management experience including progressive supervisory experience.
