has a fantastic opportunity for a Engagement Feedback Reporting Lead Analyst to join an excellent team. This is a Full-Time, Permanent, Management Services-Managerial position with the Fiscal and Operations Division.
The AA Salary Range for this position is between $6,901.00 to $10,161.00 per month.
What you will do!
The Engagement Feedback Reporting Lead Analyst supports the Fiscal & Operations Business Unit with the implementation of the 2022-2027 Medicaid 1115 Demonstration Waiver. This position will serve as the lead analyst responsible for developing and implementing a data-driven community engagement analytical reporting program to support complex health systems policy development, including for policies associated with the 1115 Medicaid waiver. The reporting program will include the development of infrastructure, processes, and systems to support the production of consistent, timely and actionable qualitative data analytical products. This reporting will inform OHA Executive Leadership including the OHA Director and Deputy Director, the Governor's Office, legislative committees, and key external stakeholders and will be used to inform large-scale policy decisions on health policy and policy implementation. The person in this position will be responsible for developing and consulting with Waiver program leadership and community and stakeholder engagement managers across multiple OHA divisions on strategies that ensure community and partner input is incorporated into health policy decision-making. This means leading community engagement in policy development in four primary areas:
1. Bringing more community voice and input into policy analysis and development;
2. Supporting and collaborating with existing OHA community engagement efforts, especially those related to the Oregon Health Plan and the 1115 Medicaid waiver;
3. Communicating complex policy information in a community engagement context;
4. Leading and supporting strategies that build consensus and support community engagement and community led policy decision-making.
This position will partner with agency community engagement partners, including the 1115 community engagement waiver lead, to develop strategies for community outreach that center equity in policy decision making processes. This position will lead the development of strategies for the Medicaid 1115 Waiver team to incorporate or enhance community input and direction in analyzing and creating policy options. This includes analyzing qualitative data (such as OHP member input) gathered from various committees, forums, and reports. This position will also lead the development and usage of tools and systems to collect and analyze qualitative data to evaluate 1115 Waiver and Oregon Health Plan policy proposals for their impact on the community and on OHA's equity goals. This position will develop strong cross agency and division relationships to assure sharing and integration of community and partner guidance and feedback about 1115 Waiver policy and Oregon Health Plan policy proposals. As a part of OHA's waiver team, this position is responsible for leading, developing, and coordinating health policy analyses, summarizing findings, recommendations and developing policy papers and proposals by compiling and analyzing data and technical information to inform waiver and Oregon Health Plan related policy, program implementation and evaluation. Facilitating review/analysis of proposed policies/bills for equity considerations and recommending improvements to mitigate unintended impacts that perpetuate institutional racism. It will partner with staff of the Oregon Health Policy Board, its committees, and OHA staff to integrate community engaged and community-led models of policy input and decision-making. This position will need to Integrate understanding of relevant federal and state laws and regulations, federal funding opportunities, programs, and policies in other states, as well as information across agencies and from community outreach within Oregon. This position will also contribute to or lead policy analysis as requested by the Legislature; OHPB and/or other public committees; Governor's office, and partner agencies.

What we are looking for:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
