Job Description

Division/Program Description:
The New York City Department of Health and Mental Hygiene's Division of Environmental Health works to prevent and control illness and injury related to environmental and occupational health risks through outreach, education, surveillance and enforcement. With staff of 1,000, the Division covers a broad range of subject matter, including oversight of environmental investigations, lead poisoning, injury prevention, occupational health, food safety, childcare, radiation control, recreational and drinking water quality, air quality, climate health, vector control, veterinary public health and pest control.

Job Summary:
The Division of Environmental Health seeks a Equity Analysis Team Lead for its Bureau of Veterinary and Pest Control Services, Neighborhood Rat Reduction (NRR)

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

  • Analyze programmatic data to look for inequities. Work with program stakeholders to develop specific and measurable program metrics related to environmental health equity for operational and performance management.

  • Implement equity projects and collect and analyze data to assess effectiveness of those projects.

  • Assist in development of targeted reports, dashboards and visualizations that provide information about citywide inspections and services with an equity Lense.

  • Present projects verbally, in writing and visually to leadership and non-technical audiences. Collaborate with the Environmental Health Division Action Team and the VPCS Bureau Action Team and across the Bureau, Division, Agency and other city agencies to develop and implement strategic priorities related to equity and justice.

  • Conduct other data analysis, including spatial analysis, research, and reporting, as requested by the Director of Neighborhood Interventions and in collaboration with Pest Control Service's researcher team. Respond quickly and accurately to ad hoc data requests for internal (e.g., Directors, Assistant Commissioners) and external audiences (e.g., public hearings, City Hall).
Incorporate an equity lens throughout all aspects of work. Conduct special projects and perform other duties as assigned.

PREFERRED SKILLS:
Must have experience with GIS, a background in environmental sciences and equity related work.

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview. NOTE: This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
