Description of Job

The Work Unit:
The Administrative Services Program (ASP) exists to provide a wide range of services and support to the management and staff of the Air Pollution Control Division (APCD). The ASP consists of the Fiscal Services Unit (FSU), the Records Unit and the Business Services Unit (BSU). The services include, but are not limited to, legislative policy development, budgeting, grants and funds management, accounting, revenue management and billing, financial reporting, time and effort reporting, supplies, equipment and services procurement, contract management, personnel administration, office management (e.g., space allocation, telephone and office supplies), human resources support, and coordination of information technology services; and all processes which control the creation, maintenance, security, storage, retrieval, timely destruction and use of APCD records.

What you will be doing
The position works with the Fiscal Services Supervisor and the Administration Services Manager in providing the APCD program managers with budget, accounting, and other financial information and services, as needed. This position must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic goals.

Job Duties:
Budget Management and Monitoring

  • This position monitors the fiscal year budget setup and the budgets for various units within the division.
  • Responsibilities include: Analyze data from various financial reports and estimate costs based on previous
  • year expenses and current year work plan and target budget. Identifies expected spending for the fiscal
  • year by analyzing budget information, including expenditures and balances. Determines and proposes
  • solutions to resolve problems when budget or when over expenditure problems arise. Communicates with
  • appropriate staff regarding program budget status, and makes expenditure transfers and budget
  • modifications as necessary.
  • This position supports the Fiscal Services Unit Supervisor and analyzes expenditures, identifies
  • patterns and creates projections using complex program data in the analysis and maintenance of budgets. Develops and provides analysis of staffing patterns that project personal services costs based on the needs of the relevant programs. Analyses and provides feedback on higher level spending authority and fund balance analysis.
P-Card Management and Coordination
  • Position will ensure division compliance with department P-Card usage through P-Card packet reviews and P-Card statement quality control reviews.
Accounts Payable and CORE Support
  • Provides support to accounts payable duties which include but are not limited to: invoice review and payment, encumbrance monitoring, straight pay review and payment, PRF processing.
  • Position provides support with correction entries, CHCs and JVCs, as needed.
  • Identify the need for various expense budget, accounting adjustment, appropriation, and other transactions
  • in the CORE accounting system. Perform required transactions and apply relevant approval levels.
Other Duties as Assigned
  • Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:

Experience Only:
Six (6) years of relevant experience in an occupation related to accounting, public administration, business or business administration, economics, finance or closely related field

OR

Education and Experience:
A combination of related education and/or relevant experience in accounting, public administration, business or business administration, economics, finance or closely related field assigned equal to six (6) years

Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position will have the following experience:
  • Knowledgeable and highly proficient in all Microsoft Suite applications
  • Knowledge of Excel including basic knowledge of pivot tables and the ability to read and navigate through Excel spreadsheets
  • Knowledge of accounts payable, P-Card Management, and administration.
  • Knowledge on how to analyze financial data and reconcile budget spreadsheets
  • Knowledge of allocating and reconciling personal services
  • Awareness of state of Colorado fiscal rules, procurement rules, and dollar thresholds
  • Excellent customer service skills; is able to provide technical assistance to staff with various levels of knowledge of fiscal rules and budget management
  • Knowledgeable and highly proficient in Google applications, specifically Gmail and Google drive
  • Effective conflict management skills, which includes demonstrating professional and respectful behavior while navigating high pressure situations
  • Documented experience developing work processes for others
  • Credibility and confidence; strong interpersonal skills; demonstrated proficiency working collaboratively with internal teams, technical and community partners, and diverse public stakeholders
  • Outstanding skills and abilities in verbal and written communications

  • CORE (Colorado Operations Resource Engine) experience
  • In addition to the advanced degree, one (1) year of professional experience is desired
