Job Description

Nature of Work

Plans, organizes, oversees, and supervises the daily operations and work crews involved in the maintenance and repair of corrosion operations for City natural gas lines ensuring compliance with DOT and other federal, state, and local regulations in providing services to its customers.

Environmental Factors
Position work 70% indoors and 30% outdoors in all weather conditions, with exposure to gas fumes, fire, explosions, traffic hazards, and potential cave-ins when entering street excavations up to 12 feet deep.

Physical Factors
Occasional lifting and carrying items weighing up to 30 pounds; frequent use of personal computer; navigate on uneven surfaces during field work.

Work Situation Factors

Position works extended hours when responding to natural gas emergencies. Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug

Duties and Responsibilities

  • Supervises, organizes, and coordinates the daily operations with crews to meet work goals; ensures activities remain compliant with all laws, policies, regulations, and goals; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service; responds to requests for information and provides technical information within scope of authority.
  • Supervises staff through appropriate work oversight; prioritizes and coordinates work assignments; trains, coaches, and instructs employees as required; monitors work and evaluates performance; ensures staff adhere to policies and procedures in compliance with local, state, and federal regulations.
  • Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
  • Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations.
  • Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.
  • Participates in the development of the annual budget, monitors expenditures, and determines and orders materials; oversees the purchasing of equipment and supplies and maintains records of material, staff, and equipment costs.
  • Directs the maintenance of files, maps, drawings, prints, and related materials to meet record retention policies and standards.
  • Provides liaison with all utilities sections and external contractors to coordinate the Cathodic Protection Program; implements the cathodic protection system; participates in the design, testing, and maintenance of new and existing systems.
  • Interprets and analyzes cathodic protection voltage readings; determines the cause of unacceptable readings; investigates corrosion in water and gas utility lines and conducts electro-chemical tests on water tanks and natural gas systems.
  • Establishes and maintains reports and records for erosion control and leak history; develops mapping for studies of current isolation pipeline facilities to determine adequacy of protection.
  • Implements system engineering, design, testing, and maintenance of new utility systems.
  • Prepares and presents reports on corrosion status to internal and external groups; responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

Minimum Qualifications

Equivalent to a high school diploma plus five (5) years of experience in natural gas construction and gas system cathodic protection, including lead worker or supervisory experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s)
Valid driver's license is required; National Association of Corrosion Engineer Certification (Corrosion Technologist) or CP Level 2. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

Knowledge, Skills, and Abilities

Knowledge of: Principles of corrosion engineering; gas distribution system design, construction and materials; inspection methods and techniques, including data collection and recording; principles of electricity and electrical systems; principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
