GENERAL STATEMENT OF DUTIES
The Grounds Supervisor is a working supervisor who plans, directs, and monitors the grounds maintenance of Marion County leased and owned buildings; ensures properties are safe, attractive, and well-kept; trains groundskeeping crew on the proper use of chemicals, equipment, and duties; assists the Facilities Program Manager with grounds related administrative and management functions and adheres to policies, practices, procedures.

SUPERVISION RECEIVED
Under general supervision of the Facilities Program Manager, or designee, who outlines operating policies and reviews work for conformance to standards through direct observation and regular meetings. The employee develops procedures for performing their assigned tasks and duties and performs complex duties within established policy guidelines.

SUPERVISION EXERCISED
Provide general supervision to groundskeeping crew; ensure employees are trained and follow policies and procedures; assign duties to an employee according to specific protocols and procedures, check and evaluate work frequently; specific instructions are given for new, difficult, or unusual assignments. The employee uses initiative to conduct recurring assignments. The supervisor ensures work is technically accurate and in compliance with instructions or established procedures. A supervisor has authority and exercises independent judgment; recommends and participates in the employee action processes: hire, promote, discipline, and grievances.

Typical Duties - Duties include, but are not limited to the following

  • Plan and direct seasonal tasks to maintain and improve grounds, e.g., plant, prune, and cultivate vegetation; seed, fertilize, mow, and trim grounds; remove snow, ice, leaves, fallen branches, weather-generated debris, trash, and limited exterior building maintenance.
  • Establish standards for work and actively supervise the quality. Demonstrate and communicate corrective measures to ensure grounds are safe, attractive, and well-kept.
  • Train or oversee training on customer relations, proper performance of grounds services, safe and correct use, operation, storage, and preventative maintenance of all tools, chemicals, and equipment to maintain optimal working conditions.
  • Encourage initiative and foster pride to maintain grounds to the highest departmental standards.
  • Ensure employees have the equipment and supplies necessary to perform duties; estimate the type and amount of material and equipment needed for the project; order or contract purchase; issue the material and equipment to groundskeepers; track and record their use.
  • Track work orders, assignments, and special duties, including seasonal grounds maintenance plans, preventive maintenance plans, and snow removal plans.
  • Track and monitor the use of labor and supplies to maintain budgetary constraints.
  • Inspect campuses, report the results to the Facilities Program Manager with particular emphasis on needed repairs, and contact the Maintenance Supervisor to report safety issues, department needs, light outages, abuse of county property, or other concerns.
  • Contribute to a work environment that encourages knowledge of, respect for, and development of skills to engage with other cultures or backgrounds.
  • Maintain competency and professional currency through self-directed professional reading, develop professional contacts with colleagues, attend professional development courses, and attend training and courses required by the Facilities Manager.
  • Perform other duties as assigned. Performing work in a higher or lower classification for a limited period is a requirement of all classifications.

Requirements for the Position

EXPERIENCE AND TRAINING

  • Graduation from high school, or equivalent; AND
  • Five years of increasingly responsible experience in grounds maintenance work, including three years of supervisory experience; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • 24-hour Response Must be available to perform response duties during an emergency.
  • Must possess or obtain within the first six months of hire:

  • Must possess an Oregon Pesticide Applicator License.
  • This assignment is not represented by a union.
  • This is a full-time exempt position, which is not eligible for overtime.
  • Typical schedule: Monday - Friday, 6:00 a.m. - 3:00 p.m., with flexibility depending upon the needs of the department.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of techniques and practices of landscape maintenance and supervision; methods, materials, and equipment used to plant, cultivate, and trim a variety trees, shrubs, plants, ground cover, and grasses; federal and state regulations governing the use, control, storage, and disposal of pesticides, fertilizers, insecticides, herbicides, and similar chemicals; working knowledge of word processing, database, and spreadsheet application skills use, operation, maintenance and repair of grounds equipment and tools, including lawnmower, edger, and other hand and power tools; safety practices and procedures; basic techniques of painting, electrical, plumbing, and carpentry and cement finishing.
Skills and abilities to read and understand landscaping plans and specifications; plan for and oversee work crews; prepare and maintain accurate records and reports; establish and maintain effective working relationships with county employees, public and contractors; perform supervisory and administrative duties; operate a computer; coordinate multiple tasks, prioritize work, plan, and propose recommendations for change; develop, update, and monitor grounds maintenance, snow removal, and preventive maintenance plans; landscaping, irrigation techniques, floriculture, and ornamental and turf management; delegate responsibilities, develop an effective work force, promote teamwork, and provide daily direction. perform budget management, inventory control, and equipment management skills; develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds; carry materials and equipment weighing up to 80 pounds; operate push and riding power mowers, chain saws, commercial tractors, and similar grounds maintenance equipment; climb ladders; respond to after-hours emergencies or other unforeseen situations.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.
