Job Description:
The Oregon Health Authority (OHA), Public Health Division (PHD), Center for Health Protection in Portland, Oregon has a fantastic career opportunity for a Healthy Fish Consumption Program Coordinator (Program Analyst 2) supporting the Environmental Public Health section and located in the Healthy Waters unit. The Healthy Fish Consumption Program Coordinator supports the Environmental Public Health section with the implementation and administration of the Healthy Fish Consumption program. This position designs, develops, and implements collaborative research projects to collect socioeconomic information about fishing and fish consumption practices of subsistence, recreational and Tribal fishers, and environmental data about the source and contamination levels of freshwater fish caught and consumed by people in Oregon.
This is a full-time, permanent, classified position which is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.
What will you do?
This position uses resulting information from data collection projects to support issuance of OHA fish consumption health advisories and develop and implement outreach and education strategies to promote public awareness of advisories to reduce health risks from fish consumption. This position will identify areas where program support is needed and will review bids for contracts ranging from services related contracts, to outreach & engagement contracts, to research and staffing contracts. This position will collaborate with toxicologists, public health departments, state and local partners, and stakeholders to address fish consumption related health hazards.
You will be responsible for work related to (but not limited to), the following:
  • Program Administration including:
    • Monitoring and the allocation of program resources as needed to accomplish program goals
    • Development, implementation, and monitoring of program policy, procedures, the creation of procedure manuals, as well as program website maintenance.
    • Notifying leadership of areas of concern and policy impacts
    • Developing and monitoring grants and contracts related to fish consumption advisories.
    • Collaboration with internal and external partners, including community-based organizations, local public health authorities, tribal health departments, and other interested parties, or developing new partnerships.
    • Developing and monitoring program budgets as required
    • Implementing and monitoring new or established state or federal guidelines related to the programming.
  • Monitoring and the allocation of program resources as
    • Collecting, storage and evaluation of fish consumption-related input data
  • Responsible for program reporting and representation, such as:
    • Preparing data-informed narrative and statistical reports
    • Responding to inquiries and requests for program information from internal and external partners
    • Attending and representing the agency at local, regional, and national meetings and forums related to the program, or with meetings to collaborate and inform interested parties.

Minimum Qualifications:
Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Working Conditions:
This is a hybrid remote position; most duties of this role may be conducted remotely with full access to the needed operating systems and technology; capability to work remotely is desired. To be eligible for telework, staff must have a home work-space that meets all applicable technology, security and safety
requirements including the ability to provide protection of confidential information accessible in
their home. Staff who work remotely may be required to periodically or regularly report to a state
office location as part of their job.
There are times that work will need to be conducted onsite or in the field. On site work will occur:
1) primarily in a standard office or home office environment with no unusual physical demands or
exposures; 2) occasionally in the context of community and public meetings in meeting rooms; 3)
occasionally in field locations near rivers, lakes and reservoirs at locations frequented by fishers,
with chance of exposure to inclement weather. In- and out-of-state travel, requiring overnight
stay(s) at the meeting location, may be required. Staff may be required to attend in person
meetings to build partnerships with strategic partners, attend public meetings, participate in
conferences, and carry out field activities.
