Introduction


The Wisconsin Department of Children and Families (DCF), Division of Safety and Permanence, Bureau of Permanence and Out-of-Home Care is currently recruiting to fill an Interstate Compact on the Placement of Children (ICPC) Specialist position. This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary


This position coordinates the Interstate Compact on the Placement of Children (ICPC) program on a statewide basis for the Department of Children and Families (DCF). The position has Departmental authority to approve or deny requests for children's parental, relative, adoptive, foster or residential placement into Wisconsin and sends completed requests to state jurisdictions. The position also provides consultation/technical assistance to public and private agency staff/supervisors in ICPC offices on both a statewide and national basis as necessary. The work is performed within the limits of statutes, agency regulations and policies and the federal ICPC regulations. The employee exercises individual initiative and independent judgment in the performance of these duties. The position requires a strong understanding of child welfare practice, including out-of-home care policies and rules, and permanency options. The position is also a Deputy Compact Administrator for Wisconsin.

Salary Information


The classification title for this position is Social Services Specialist. The starting salary is between $22.51 and $33.00 per hour ($46,820 and $68,640 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule/range is 12-63. A one-year probationary period may be required.

Job Details


Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications


Minimally qualified applicants will have:

  • Professional or direct lived experience in child welfare or another related human services field with direct ties to child welfare (such as behavioral health or mental health crisis, head start and/or home visiting, wraparound, etc.).
  • Experience using electronic medical record systems (NEICE, eWiSACWIS, etc.), or other similar documentation systems, to complete required program responsibilities.
  • Experience delivering program services and conducting eligibility determination in accordance with Federal or State statutes/regulation or Administrative Rules
  • Experience supporting families with a track record of “putting families first” philosophy (prioritizing the needs and well-being of families, eliminating barriers to equitable services, etc.).

Well-qualified applicants will have:

  • Experience applying principles of diversity and equity efforts within a system or organization (designing policies or practices to promote equal access to system resources, engaging in community outreach efforts, conducting cultural competency assessments, etc.).
  • Experience working with data-driven performance monitoring and/or quality improvement approaches (conducting readiness assessments, monitoring of sustainability or change plans, etc.).
  • Experience working with Interstate Compact on the Placement of Children (ICPC) or the Interstate Compact for Juveniles, including regulations and requirements.
