Become an integral part of our team at Wisconsin Department of Transportation (WisDOT) and manage professional information technology project leaders and technical staff as an Application Development Supervisor (Information Systems Supervisor 2 - Career Executive) developing and supporting business applications for the Division of Transportation System Development (DTSD) business area. We hope to fill two vacancies with this recruitment that have similarly sized teams, which both support the same divisional IT operational application development efforts.

These full-time permanent positions are located in Madison, Wisconsin within the Bureau of Information Technology Services, Division of Business Management, Department of Transportation headquartered at the Hill Farms State Office Building. Position Summary


In this position, you will supervise and manage day-to-day operations of state employees and contracted staff members working in the DOT Bureau of Information Technology Services (BITS) Application Development Support – DTSD Support Unit. This supervisory position directs staff and project teams and effectively negotiates timelines or other project concerns with the section chief and customers. In addition, the position participates in assessing portfolio candidate projects and provides workload estimates required to complete them.

You will also be collectively responsible for the advocacy, development, implementation, and periodic review of periodic review of policy, standards, guidelines, and procedures for the analysis, design, development, or purchase, that maintain the integrity of the DOT application development environment. The incumbent will advise the Department and other statewide agencies on strategies for the development and utilization of varied application platforms and facilities within the overall corporate technology environment to ensure efficient and cost-effective use of the Department resources.

Salary Information


This position is in schedule-range (70-02) with an annual salary of $101,920 - $117,748 (or $49 to $56.61 per hour), plus excellent benefits. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications


Minimally qualified applicants must have experience in all the following in order to be considered for the next step of the recruitment process:

  • Managing or leading an IT technical team or formal IT supervisor experience (performing duties such as: leading/managing team projects, developing staffing plans, recruitment activities, conducting training, performance evaluations, handling disciplinary related situations, developing training plans, and/or assigning work)
  • Evaluating business needs, collaborating/negotiating with various IT technical staff members/business partners, and/or delivery of solutions to meet customer needs.
  • Working with vendors on contract management processes (such as research and analysis of vendor provided software solutions, experience with business management requirements, etc.)
  • Managing or leading professional IT development and/or vendor projects utilizing any of the following methodologies (Agile, Scrum, Kanban, Waterfall, etc.)

In addition to having all of the above, well qualified applicants will also detail having experience in one or more of the following:

  • Working with an application development team to provide support using application development technologies (such as Java, Spring Boot, Oracle, DB2, Geographic Information System (GIS), JavaScript, and/or HTML).
  • Supporting enterprise applications for a large company/organization.
  • Partnering with business clients to formulate solutions using modern tools (DevOps) that support their business/technical strategies/goals
