This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), The Command, Control, Communication, Computer, Cyber and Intelligence Service Center (C5ISC), Engineering Services Division (ESD), Application Services Branch (APP) located in Portsmouth, VA or Kearneysville, WV.

GS-13 - $104,861 - $136,323

GS-12 - $99,200 - $128,956
GS-13 - $117,962 - $153,354Qualifications:

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Overseeing and/or participating in agile software development methodologies.
  • Utilizing Federal Government contracting practices and/or Contracting Officer Representative II (COR II) certifications or equivalent.
  • Performing activities in the DHS System Engineering Lifecycle (SELC), to include knowledge of System Engineering baselines and requirements management, to include Operational, Functional, Allocated, Production, etc.
  • Performing Agile SCRUM methodologies to include ceremonies, terminology, Product Backlog.
  • Utilizing current development and lifecycle methodologies, including development and sustainment in the cloud and containerization.

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Utilizing Federal Government contracting practices and/or Contracting Officer Representative II (COR II) certifications or equivalent.
  • Utilizing IT Project Management in all areas of Systems Engineering Life Cycle, to include System Engineering baselines and requirements management, to include Operational, Functional, Allocated, Production, etc.
  • Performing Agile SCRUM methodologies to include ceremonies, terminology, Product Backlogs.
  • Utilizing and providing expertise in industry standard software development products/tools used in DevSecOps factory/production pipelines to include CI/CD automated software testing methods/tools.
  • Providing contract oversight for multiple contract types, skilled in authoring and delivering project status briefings to executives.
  • Utilizing knowledge of Government Procurement and Acquisition Life Cycle Management, demonstrated experience in being a member of an Integrated Project Team.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

NOTE: Education cannot be substituted for experience at this grade level.
