Introduction


The Department of Health Services (DHS), Division of Public Health (DPH) is recruiting for an IT Portfolio Manager within the Office of Health Informatics (OHI).

DPH works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices. You must have access to both a private workspace and high-speed internet if working remotely. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This position will work Monday through Friday, daytime hours.

Position Summary


As the IT Portfolio Manager, you will provide project portfolio and project management services for IT and data customers of OHI and the Informatics Architecture Section.

Responsibilities include:
  • Project life cycle management (project identification, definition, planning, design, development, testing, implementation, and project closure).
  • Risk identification and management.
  • Strategic planning, project prioritization, portfolio management, project and portfolio status reporting, and resource planning.
  • Development, implementation and improvement of standards, policies and processes related to project portfolio management, project management, request management, project classification and prioritization.
  • Training, coaching, and mentoring Department workforce members to help build project management skills and expertise.

Salary Information


The starting pay for this position is between $46.50 and $55.81 per hour (approximately between $96,700 and $116,000 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Technical Services Consultant Administrator and is in pay schedule and range 07/32.

Job Details


All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that do allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications


Minimally qualified applicants will have all of the following:

  • Experience managing a portfolio of projects (e.g., aligning projects with strategic goals, project and portfolio reporting, project resource planning, developing and communicating project portfolio management process, etc.).
  • Experience managing multiple medium to large projects simultaneously through the entire project life cycle. Medium to large projects are defined as possessing 4 or more of the following criteria:
    • Core project team with 10 or more people;
    • 3 or more teams involved in carrying out the project work;
    • Project duration of 6 months or greater;
    • Project with key stakeholders throughout the organization
    • Project impacting 1000 or more end users / citizens / constituents / customers
    • Project with a budget of $50K or more

Well-qualified applicants will have one or more of the following:

  • A Project Management Certification (PMP).
  • A Portfolio Management Certification (PfMP).
  • Experience facilitating meetings or working with executive management or top leadership of an organization.
  • Experience managing or overseeing Public Health Projects.
  • Experience with Health Information Systems or Healthcare related IT systems.
