JOB SUMMARY
Plans and manages the daily operation of school buses for an assigned area of the contract or system-owned fleet to include the supervision of specialists, operation technicians, school contractors, drivers, aides, substitute employees, training staff employees, maintenance service employees, alternative vehicles, and office personnel to ensure the safe, efficient and economical transportation of students. Employee(s) must be capable of performing any and all of the listed duties individually or independently which may vary based upon their work location/assignment and available staffing.

ESSENTIAL DUTIES/RESPONSIBILITIES
  • Plans and manages the daily operation and routing of buses for an assigned area of the contract or system-owned fleet to include task assignment and supervision of specialists, operation technicians, school bus contractors, drivers, aides, substitute employees, training staff employees, vehicle service employees, alternative vehicles, and office personnel.
  • Manages and oversees distribution and updating of routes and schedules to schools, parents, contractors, drivers and the public. Provides parents and pupils with adequate information regarding services available. Assists in the process of making announcement of school bus routes, bus stops, and schedules at the beginning of and throughout each school year. Develops and improves routing by consolidation, re-routing, or extension to provide safe, efficient, direct transportation. Updates computerized route information system as necessary. Observes school walking routes, calculates, updates, and maintains related worksheets. Meets with and informs appropriate administrators, parents and other interested parties of outcome. Assists communities and parent organizations in planning bus stops, walkways and safe procedures related to pupil transportation and pupil pedestrian traffic.
  • Manages the contractual obligations of the various school bus contractors for Anne Arundel County Public Schools.
  • Provides working supervision over regular and substitute bus drivers; makes regular observation of driver operations; prepares bus road observation reports; prepares driver onboard observation reports; observes student pick-up and discharge at schools and bus stops; makes decisions regarding driver disciplinary actions as necessary.
  • Assists in checking road conditions in winter months to make recommendations concerning possible school closing or early dismissal.
  • Maintains continuing familiarity with the County and its growth. Conducts constant review of all existing communities, new communities, and new roads that affect school bus routes, through on-the-road observations and from information received from the planning division. Initiates route service changes as deemed necessary.
  • Meets and confers with school administrators, parents, students, contractors, communities, governmental agencies, outside agencies and other interested parties to resolve transportation issues within assigned area. Works with school administration to insure proper implementation of Board policy.
  • Resolves issues concerning driver/pupil relations, plans and implements safe traffic patterns on school property, maintains good school/contractor relations. Participates in the planning, organization, and implementation of driver safety programs, and prepares a variety of reports.
  • Investigates accidents involving school buses and prepares reports related to accidents involving school buses. Interviews students, witnesses and drivers as necessary; responds to emergency facilities in the event of injuries, obtains detailed information regarding the accident itself (i.e. picture taking, braking distance, position of vehicles, determination of speed, follow-up information for future reference in the event of legal action, etc.). Makes recommendations regarding continued driver eligibility as a result of an accident.
  • Manages transportation specialists and subordinates under the supervision of the Senior Manager of Operations
  • Performs other related duties as assigned within the same classification or lower.


MINIMUM QUALIFICATIONS

Education
  • Bachelor's Degree in related field of education from a regionally accredited college or university required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Experience
  • Five (5) years successful administration, K-12 public education experience or public transportation experience required; and
  • Three (3) years experience in a supervisory or management role required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

  • Ability to plan and direct school bus routing processes.
  • Knowledge of relevant Federal and State regulations and current trends and research in the field.
  • Ability to identify program needs, develop plans to meet those needs, implement and administer programs, and evaluate and modify assigned programs as necessary.

  • Ability to speak and write effectively as well as make presentations to various audiences.
  • Ability to develop effective working relationships with staff, parents, students, contractors, public officials, and community organizations.

  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or Power Point preferred).
Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.
  • Hold or be eligible for Commercial Driver’s License (CDL) Class B with Passenger Transport (P) and School Bus Authorized (S) endorsement (Maryland) issued by Maryland Motor Vehicle Administration (MDOT MVA) required; and
  • Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
  • Proof of a good driving record required.
  • Daily access to reliable transportation.

  • Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
