If you are an experienced data professional with a passion for metadata management, this is the perfect opportunity for you! As our new Metadata Manager, you will play a crucial role in standing up the enterprise Metadata Management Program for the State of Colorado. Your work will set the direction for metadata which provides the means for identifying, defining, and classifying data and enabling business users and OIT to manage the context as well as the content of our data assets. Your knowledge of metadata management best practices is critical to developing a robust and flexible approach to metadata management and to providing increased value to the information objects that are important to the State’s decision making abilities.

What you will do!

Develop and implement metadata management strategies aligned with OIT’s objectives and data governance best practices, with focus on development of a statewide Data Catalog.

Define, maintain and enforce data and metadata standards, to include data types and data classification, and support the development of data quality standards.

Develop a centralized metadata repository, including supporting our client agencies in development of their metadata models.

Develop enterprise business glossary and data dictionaries across domains

Ensure processes are in place to monitor completeness and quality of critical metadata.

Define nonfunctional requirements such as shareability, reusability, concurrency of access, performance, refresh rate, etc.

Engage stakeholders, including collaboration with internal and external stakeholders to promote metadata/data catalog initiatives.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:


A minimum of eight (8) years of professional technical experience in software development, data management, data architecture, or comparable experience.

A minimum of one year of design and delivery experience implementing an enterprise metadata management program.

Experience in metadata management using tools such as Informatica.

Substitutions:


Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.


Preferred Qualifications:


Program management experience.

Product management experience.

State government or local government experience implementing technology products.

Proven ability to establish strong cross-functional relationships across different disciplines and teams.

Experience working collaboratively with cross-functional teams across the product delivery lifecycle using modern software development practices, while building capacity for innovation.

Strong communication and leadership skills.

Self-motivated and able to effectively manage time and tasks.

Ability to solve complex problems creatively, participate in continuous improvement, and adapt to the ideas of others.

Strategic thinking and ability to motivate cross-functional teams.


Conditions of Employment:


OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.


Supplemental Information



If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. There is no form of relocation assistance, financial or otherwise, available for any position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
