Job Description

Marion County is recruiting for an Onsite Wastewater Specialist 2 but may underfill as an Onsite Wastewater Specialist 1, depending on applications received and the needs of the department. The level at which the successful candidate is hired will be determined by the hiring manager.

ONSITE WASTEWATER SPECIALIST 1 DESCRIPTION


GENERAL STATEMENT OF DUTIES
Inspects and evaluates properties to determine if property soils meet the requirements of DEQ rules for onsite wastewater treatment systems.
SUPERVISION RECEIVED
Works under the general supervision of the County Building Official, who makes assignments and reviews work for effectiveness of program and for adherence to rules, laws and departmental procedures and policies. Receives training, work assignments, and general guidance on technical aspects of work from Onsite Wastewater Specialist 2.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification.

ONSITE WASTEWATER SPECIALIST 2 DESCRIPTION
GENERAL STATEMENT OF DUTIES
Inspects and evaluates properties to determine if soils of property meet the requirements of DEQ rules for onsite wastewater treatment systems.

SUPERVISION RECEIVED
Works under the general supervision of the County Building Official, who makes assignments and reviews work for effectiveness of program and for adherence to rules, laws and departmental procedures and policies.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification. However, an employee may assume lead responsibility for others including overseeing the work of employees who possess an Environmental Health Specialist Trainee license or Wastewater Specialist Trainee license in accordance with ORS Chapter 700.

Typical Duties - Duties include, but are not limited to the following

ONSITE WASTEWATER SPECIALIST 1 JOB DUTIES

  • Inspects, evaluates potential building sites to determine if the property meets the Department of Environmental Quality regulations for onsite wastewater treatment systems.
  • Inspects septic systems after installation to determine compliance with state rules. Inspection includes design, materials and grades and piping based on site evaluations and soil characteristic knowledge.
  • Operates a motor vehicle approximately 100 to 150 miles per day.
  • Inspects for other DEQ onsite wastewater treatment rules, including authorization notices, existing system evaluations, or alternative systems by conducting and reviewing surveys, research reports and other detailed communications to arrive at decisions.
  • Provides information to the public concerning requirements of onsite rules.
  • Investigates complaints of failing drain fields or other sewage violations. Contacts owners or applicants by letter, telephone, and/or in person. Prepares enforcement referrals and recommends appropriate legal action.
  • Other duties as assigned.
  • May participate in basic incident command training and drills to maintain proficiency in supporting ECC activities, including carrying out field work in connection with ECC operations. May be assigned clerical/support, incident liaison, or other duties at any location within or near the county. Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.

Requirements for the Position

EXPERIENCE AND TRAINING
ONSITE WASTEWATER SPECIALIST 1 MINIMUM QUALIFICATIONS


  • Bachelor’s degree with 45-quarter hours of science related to environmental sanitation which must include a DEQ approved soils class, OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

ADDITIONAL REQUIREMENT FOR ONSITE WASTEWATER SPECIALIST 2
  • In addition to the requirements above, the Onsite Wastewater Specialist 2 must have at least two years of experience in environmental sanitation, or related activities.
SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check, however conviction of a crime may not necessarily disqualify an individual for this position.
  • Possess and maintain an acceptable driving record. A copy of the driving record for all qualified applicants will be obtained from the Department of Motor Vehicles.
  • Onsite Wastewater Specialist 1: Possess, or obtain within 3 months of hire, an Oregon Environmental Health Specialist Trainee license or an Oregon Wastewater Specialist Trainee license in accordance with ORS Chapter 700. A person may not be registered as a trainee for more than two years or the equivalent hours if employment is less than full-time or 40 hours per week. Failure to maintain a trainee license will result in termination from this position.
  • Onsite Wastewater Specialist 2: Possess and maintain a registration as a professional Environmental Health Specialist or Wastewater Specialist in accordance with ORS Chapter 700.
  • Final candidates selected for this position may be required to pass a physical examination by a county-appointed medical doctor.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m., with flexibility depending upon the needs of the department and program.

ONSITE WASTEWATER SPECIALIST 1 AND 2 KNOWLEDGE, SKILLS, AND ABILITIES

Basic knowledge of soil science, soil morphology and physical geology; Department of Environmental Quality rules and regulations that apply to onsite wastewater treatment.

Skills and abilities to make investigations, compile data, and present a clear, concise report in oral and/or written form; interpret and follow department policies, rules, laws, and procedures; establish and maintain positive working relationships with coworkers, vendors, and the public.

ONSITE WASTEWATER SPECIALIST 1 AND 2 PHYSICAL REQUIREMENTS
Operates a motor vehicle up to 150 miles per day and maintains an acceptable driving history; sees using depth perception; stands; sits; moves about the work area; bends forward; stoops; lifts, pushes, and pulls up to 40lbs.; carries up to 10 lbs.; operates a keyboard; speaks with a clear and audible voice; reads a 12 pt. font; distinguishes colors and shades; hears a normal level of speech; exposure to all weather conditions; heat, cold, humidity, dust, smoke, and vibrations; traverses wet and uneven areas; works around machinery noises; climbs ladders and scaffolds

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
