If this sounds like you, The Montgomery County Department of Parks – Northern Parks Division is the place you want to be! We are currently seeking a knowledgeable, dynamic, highly organized, and professional Senior Park Manager in Gaithersburg, MD at Green Farm Maintenance Facility.

The Green Farm Management Area contains 42 parks, including 16 Local Parks, 5 Neighborhood Parks, 6 Conservation Parks, 5 Stream Valley Parks, over 27 miles of natural surface trails, 27 athletic fields, and 26 playgrounds. The selected candidate will supervise the park operations staff; plan, develop, and coordinate program support and maintenance projects at various parks; develop and oversee maintenance plans for landscape, athletic fields, grounds, and custodial maintenance within a geographical area. This candidate will also supervise the Northern Parks Playground Safety Inspection and Repair programs which entails completing playground inspections and repairs in compliance with National Playground Safety Institute recommendations.

This is a senior management position within the division and will be the liaison to multiple divisions within the agency. The selected candidate will be responsible for leading a team to ensure park areas are safe, clean, attractive, and provide passive and active recreational opportunities for citizens and visitors.

Examples of Important Duties

Project Management:


  • Plans, researches, evaluates, and define goals and objectives for park operations programs and facilities within the geographical area.
  • Manages and coordinates a wide variety of park operations, programming, park development and maintenance, community relations, intergovernmental relations, and environmental protection.
  • Initiates and directs research to improve park operation programs and facilities.
  • Oversees large fleet and equipment inventory.
  • Plans, executes, and supervises special programs (i.e.- Playground Inspections and Repairs; Public-Private Partnerships; Recycling, etc.)
  • Develops and implements maintenance standards and emergency response programs.
  • Monitors parkland for environmental integrity.
  • Reviews water, sewer, and building permits to assess their impact on parkland.
  • Recommends and implements corrective actions for environmental problem areas.
  • Supervises and leads diverse park operations programs that include landscaping, athletic field renovation, play equipment inspection and repair, custodial maintenance, grounds maintenance, construction, wildlife management, park inspections, etc.
Human Resources:
  • Plans, schedules, and assigns duties to supervisors and other operations staff.
  • Collaborates with recruitment, selection, and training of staff.
  • Conducts performance management reviews and counsels/mentors staff for improvement.
  • Initiates recognition and disciplinary action.
  • Approves timecards and leave requests.
Customer Service:
  • Meets with citizens, community groups, park and recreation councils, and citizens to identify needs, plan programs, solve problems about park operations.
  • Provides responses to inquiries and complaints from the public.
  • Coordinates with other departments, organizations, and citizens groups on scheduling and use of park facilities for special events.
  • Allocates vital resources (staff and budget) to achieve a successful program.
Budget
  • Develops, manages, coordinates annual budget request for management area.
  • Monitors and controls expenditures and revenues within approved budget.
  • Acquires informal bids, price quotations, and develops specifications for formal bids.
  • Researches and Identifies equipment, supplies and materials needed to fulfill projects.
  • Monitors contractors and approves payments.
Administrative
  • Supervises documentation and maintains administrative records for expenditures, timecards, inventory, accidents, and injuries.
  • Writes budget and expenditure reports, work program reports, and special reports as required.
  • Attends conferences to identify new programs, methods, and equipment.

Preferred Qualifications:
  • Four (4) years of experience working at a supervisor level in a parks department or other government organization.
  • Two (2) years of progressive leadership and management experience.
  • Ability to communicate in another language a plus.

Minimum Qualifications

1. Bachelor's degree in park management/administration, outdoor recreation, natural sciences, or related field, and two years of progressively responsible experience which includes park operations program planning and development and supervision of staff; or

2. An equivalent combination of education and experience.

3. Valid driver's license.

4. Additionally, contingent upon area of assignment, some positions in this class may require:

a. Commercial Driver's License with appropriate endorsements upon appointment, or the ability to acquire one within six months.
b. Maryland Department of Agriculture Pesticide Applicator's certification in the categories appropriate to the work assignment.
c. Certification by the National Playground Safety Institute.

Working Conditions:

Position requires a combination of field and office work. Work conditions may include exposure to dust, vibration, noise, chemicals, dirt, waste, odors, pesticides, wildlife, potential harmful insects (for example, bees, hornets, wasps, etc.) as well as exposure to adverse weather conditions (heat, cold, snow, rain, etc.). An essential employee for on-call 24 hours for emergencies. Must be available to work weekends and evenings as necessary.
