Oregon Health Authority
has a fantastic opportunity for a Partner and Provider Communications Specialist to join an excellent team. This is a Full-Time, Permanent, Classified Represented position with the Fiscal and Operations Division.
The AA Salary Range for this position is between $6,257.00 to $9,226.00 per month.
What you will do!
This position supports the Fiscal and Business Operations Unit with the implementation of the 2022-2027 Medicaid 1115 Demonstration Waiver. The Partner and Provider Communications Specialist is responsible for the development and management of the communications content for Page 3 of 11 OHA 0105 (11/11) partners and providers during the program design and implementation of the 1115 Medicaid waiver. This position is responsible for providing consultative advice on OHA’s communication strategies to develop ongoing subjects and topics to facilitate effective and efficient input from rom community and partners so feedback can be incorporated into health policy decision-making. As a part of OHA’s waiver team, this position is responsible for supporting, developing, and informing the reporting of feedback obtained from external partners, and developing recommendations for presenting complex policy content to a broad array of audiences. This position manages the processes for developing content to support community engagement in policy development in four primary areas:
1. Bringing more community voice and input into policy analysis and development.
2. Supporting and collaborating with existing OHA community engagement efforts, especially those related to the Oregon Health Plan and the 1115 Medicaid waiver.
3. Communicating complex policy information in a community engagement context.
4. Informing and operationalizing strategies that build consensus and support community engagement and community led policy decision-making.
This position will partner with agency community engagement leads, including the 1115 community engagement waiver lead, to develop and consult on the waiver’s engagement and outreach strategy for implementation with partners and providers. This position will be responsible for informing and operationalizing strategies to bring or enhance community voice and direction when staff analyze and create policy options. This includes analyzing qualitative information (such as OHP member input) gathered from various committees, forums, and reports to inform continuous improvement of the quality of external partner communication materials. This position will develop strong cross agency and division relationships to assure sharing and integration, without duplication, of community and partner guidance and feedback about waiver policy and Oregon Health Plan policy proposals. This position will integrate understanding of relevant federal and state laws and regulations, federal funding opportunities, programs, and policies in other states, as well as information across agencies and from community outreach within Oregon. This position will also contribute, or lead policy analysis as requested by the Legislature; OHPB and/or other public committees; Governor’s office, and partner agencies.

What we are looking for:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
