We're looking for an individual to fill the Postsecondary Data Architecture Coordinator position in the Data and Research Division. This person will serve as an integral member of the DOE Statewide Longitudinal Data System P-20 project. This project has formed a partnership with the South Dakota Board of Regents and the South Dakota Board of Technical Education with the Department of Education to build a P20 longitudinal data system. This data system will be aligned across the three state agencies connected to the central core of South Dakota’s educational foundation and anchored by secondary and postsecondary education to facilitate workforce development for the State of South Dakota. The Postsecondary Data Architecture Coordinator will influence the technology and processes used to form the data system, both as a project manager and as a subject matter expert in key technical areas. This position performs specialized and advanced information collection, data analysis, strategy development, and process improvement functions to ensure the agency achieves their business goals.

Duties of the position include:

  • serve as an expert on technologies teams and coordinate with IT development teams;

  • manage agency data to provide reports and measures to teams to aid in sound decision and policy making;

  • lead the Department in modernizing data architecture, governance, sharing, and security;

  • work with others as a resource for utilizing internal data effective and developing reporting efforts;

  • drive efforts to more effectively leverage tools and systems that the department already uses;

  • collaborate with all divisions within the department, department IT vendors, and partner agencies; and

  • other duties as assigned.

This is a full-time position with the Department of Education, Office of Data Management. The Ideal Candidate Will Have:

  • a strong background and understanding of IT development and computer applications;

  • a process improvement mindset focused on successful execution of agency identified strategies and action plans;

  • experience leading large projects, some PM certification preferred;

  • a bachelor's or associate degree in business, computer sciences, or statistics is preferred or equivalent work experience;

  • strong analytical skills;

  • computer and data systems expertise;

  • capability to implement changes to existing or new systems, procedures, and organizational changes.

Knowledge of:

  • the Software Development Life Cycle and methodologies;

  • advanced report building with an emphasis on SQL query writing and Power BI;

  • business processes and data collection;

  • Oracle technologies;

  • P-20 longitudinal data systems and other state-level educational databases and systems;

  • technology available to meet information system requirements; and

  • process improvement methodologies.

Skill to:

  • leverage Office 365 tools (Teams, SharePoint, Power BI, Power Automate, Visio, etc.); and

  • write and leverage computer languages (SQL, DAX, Java, HTML/CSS, Python, R, etc.) to validate or utilize department data and systems.

Ability to:

  • effectively problem solve to reach optimal solutions to solve business challenges;

  • analyze business requirements and processes;

  • create and maintain documentation that includes design and process flow requirements;

  • manage large volumes of data to generate reports and measures to aid in sound business decision and policy making;

  • communicate effectively with diverse groups;

  • explain and facilitate process improvement concepts;

  • provide effective project management;

  • prepare and submit regular project reports;

  • develop data management approaches for the agency;

  • provide data for good decision and policy making;

  • build consensus and support among teams; and

  • treat customers courteously and respond to their needs.
