This position is for a Program Operations Manager (POM) with responsibility for ensuring adequate support is provided to assigned program(s) from an Operations and Procurement aspect. Support shall include responsibility and accountability for all procurement, manufacturing, acceptance test and shipment of hardware to meet the customer’s delivery requirements. POM will serve as the primary program focal point to the customer on delivery status against levied customer requirements. The POM will lead their program team in ensuring material resource plans, manufacturing progress and quality turn backs are addressed and communicated to the Program Manager. POM shall utilize their team to support the Integrated Product Team (IPT) lead(s) in the procurement, manufacture and test of developmental hardware.

This position will regularly interface with Business Development in strategic business capture supporting new program introduction and supply base definition.

This is an ONSITE position in Rockford, IL.

Primary Responsibilities:

  • Responsible for effective utilization of assigned manpower resources to ensure adequate and prompt support of program needs
  • Accountable for material procurement's and end item on time completion to meet contracted dates
  • In charge for on time completion and accuracy of proposal labor and material Basis of Estimates for Operations related work
  • Effective and accurate Cost Account Management of assigned program budget
  • Ensure effective communication (written and oral) via status reports to program, customer and functional management in accordance with program communication plan and processes methodologies
  • Drive use of leading/lagging metrics in the monitoring of progress against plan and evaluation of root cause and implementation of corrective actions in support of a continuous improvement culture manufacturing engineering shall ensure that required tooling is in placed to support manufacturing.
  • Strategic planning of manpower and material to support factory level loading and tactical planning on a daily basis to maximize labor and equipment utilization.
  • Will require frequent interface with various customers and will be the sole Operations point of contact for assigned programs.
  • Entails a candidate with strong leadership skills and the ability to convey effective direction using strong written and verbal skills.
  • Expected travel 10%


Qual
ifications/ Experience Needed:

  • Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience or in absence of a degree, 9 years of relevant experience
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract


Preferred Qualifications
:

  • Prior experience in an Operations organization or in interfacing with Operations organization on a recurring basis
  • Experience in financial, manufacturing, material planning, Earned Value Management
  • Strong analytical skills required for accurate material and manufacturing planning Systems (EVMS) and government programs are key traits
  • Familiar with SAP or other MRP systems
  • Drive Continuous Improvement projects - ACE, 6 Sigma and other Lean Manufacturing processes
  • Strong experience using MS Project

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
