has a fantastic opportunity for a Project Design and Strategy Lead to join an excellent team. This is a Full-Time, Permanent, Managerial Services-Managerial position with the Fiscal and Operations Division.
The AA Salary Range for this position is between $7,380.00 to $10,866.00 per month.
What you will do!

This position supports the Fiscal and Business Operations Unit with the implementation of the 2022-2027 Medicaid 1115 Demonstration Waiver. The purpose of the Project Design and Strategy Lead is to drive 1115 Waiver strategic planning on large-scale, multi-agency initiatives through project design, establishment of interagency governance, development of project performance metrics, and the design of reporting to ensure that high-level agency objectives and planning measures are achieved. This position will synthesize a large volume of information and ensure reporting to executive leadership, legislative audiences, and the Governor’s office is clear and appropriate to support long-range, detailed planning of resources, and the assures the effective management of interdependent initiatives at the agency executive level. Information that will be analyzed and reported includes project schedules and milestones, emerging risks and mitigation plans, upcoming policy planning and forthcoming decisions, the status and risks associated with system change implementation that impacts project timelines, the interdependencies between project activities and other agency initiatives and areas of potential misalignment, state and federal deadlines related to budget development and the impact on project resourcing plans. This position supports the implementation of the 1115 Waiver and other related initiatives, working for the Project Director by acting as a liaison between policy planning teams, operations planning teams, engagement planning teams, and Agency executive leadership. This position requires extensive knowledge and ability to interface with complex policy and design initiatives in order to synthesize readiness reports, the ability to design visual reporting for regular dissemination, and the ability to design and operationalize dynamic and interactive project reporting to present to high level leadership, legislative bodies, and other engagement and communications teams. Main tasks for this position include supporting the design of an interagency initiatives management program to support the Project Director in managing the 1115 waiver project lifecycle, the design of change management strategies and implementation plans, and analyzing and managing the flow of project information to project staff, OHA Executive Leadership, and the Governor’s office. This new program requires interagency collaboration to manage a portfolio of initiatives, as well as extensive work establishing and cultivating external partnerships, and the success of these partnerships relies on the regular flow and management of relevant and actionable information for each distinct audience. The position will support the management of timelines across multiple work streams and manage task, timeline, and schedule interdependencies across the agency. It will play a critical role in identifying program, financial, resource, and governance risks to the agency (and impacted agencies). The analytical products will be used to substantiate recommendations to executive and project leadership on strategic changes based on analysis of competing deadlines, priorities, and resources. These recommendations also include analysis and changes to predictive staffing deployment models and budget projections and is informed by the inherent time dependencies of the initiatives, such as OAR development, coordinated care organization contract amendments, and CMS revisions and deliverables.

What we are looking for:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
