POSITION SUMMARY

As an integral part of a team, is responsible for continuously looking for ways to improve each guest’s experience from providing exceptional guest service in obtaining bids and choosing suppliers providing excellent services and products and at the best price to supply the Hotel with all required goods and services for day to day operations. The director of purchasing will negotiate with vendors for the purchase of all materials, supplies, equipment and services used by the company. Assists with daily purchasing and storeroom operations.

This position will have an active role with assessing, developing, implementing and managing internal controls and ensuring processes, procedures, policies and documentations are properly in place and in compliance to JSOX and applicable law and regulations.

ESSENTIAL FUNCTIONS

1. Negotiates with vendors for good and services, negotiating the best possible price, quality and service guarantee.
2. Maintain, evaluate, and expand primary sources of supply, while obtaining additional supply sources as needed to promote appropriate competition and assured supply. Develops new supply sources when vendors are inadequate.
3. Establishes purchasing, receiving, distribution and inventory policies and ensure compliance.
4. Examines bids and makes awards.
5. Establishes account/credit and terms.
6. Negotiates blanket purchase orders when appropriate and monitors cost during the time period.
7. Checks requisitions for appropriate approval and account numbers.
8. Works with Purchasing team members to ensure and fulfill daily operation, including but not limit to reviewing and approving Purchase Requisitions and issuing Purchase Orders to Vendors.
9. Works closely with the receiving department and Department Heads to ensure proper supplies arrived and CAPEX products properly recorded.
10. Traces delinquent arrivals from purchase orders.
11. Follows environmental and safety regulations and acts in compliance with U.S. laws.
12. Complies with safety and corporate guidelines on business ethics and maintaining a higher standard.
13. Maintain and keep appropriate par stock on all inventories goods.
14. Work with each department to determine and implement purchasing strategy and objectives.
15. Provide leadership and management of purchasing projects from conception through completion.
16. Responsible to assess, evaluate, select and maintain company’s purchasing software, application and system to ensure appropriate and proper functionality, accuracy, performance and optimization.
17. Develop and execute all departmental policies and procedures for staff to foster a cooperative and safe working climate, and maintain efficient productivity.
18. Train and audit work of team members for accuracy and timeliness.
19. Responsible to determine, assess, develop, implement and maintain proper internal controls, processes and procedures to ensure appropriate compliance with Standard Operating Procedures, Policies, Government Law & Regulation, and J-SOX.
20. Perform all other duties as may be required or assigned.

SUPERVISORY REQUIREMENTS

Reports To: Financial Controller

Supervises: Purchasing Department and Storeroom Manager

EDUCATION/EXPERIENCE

  • Bachelor’s degree in a business related area
  • High school diploma or equivalent vocational training certificate.
  • Minimum seven years of purchasing experience.

  • Ability to anticipate guest needs; respond promptly and acknowledge all guests.
  • Ensure familiarity with all hotel services/features and local attractions and activities to respond to guest inquiries accurately.

  • Good knowledge of Office suite of application – Excel, Word, etc.
  • Compute basic mathematical calculations (add, subtract, multiply and divide numbers).
  • Experience with purchasing software, application and system. (Knowledge with Adaco is preferred)
