Introduction


The Wisconsin Department of Children and Families (DCF), Division of Family and Economic Security (DFES), Bureau of Refugee Programs (BRP) is currently recruiting to fill a Refugee Programs and Policy Section Manager position in Milwaukee, WI. This position is headquartered at our Milwaukee, WI office and will have the option to work hybrid for up to 3 days per week. This schedule may change based on training or operational needs. Employees need to report to the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary


This position functions as the Section Manager of the Refugee Programs and Policy Section (RPPS), responsible for supervising staff, ensuring federal and state funding requirements are met and managing and directing the operation of programs contracted local organizations (i.e., contractors,) serving refugees in Wisconsin. This position works in collaboration with the Section Manager of the Refugee Programs Administration Section (RPAS). This position reports to Deputy Director of BRP.

Salary Information


The classification title for this position is Human Services Supervisor. The starting salary is between $30.82 and $48.00 per hour ($64,105 and $99,840 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule/range is 81-02. A two-year career executive trial period may be required.

Job Details


Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications


Minimally qualified applicants will have:

  • Experience serving in a leadership role (delegating work responsibilities, providing coaching, mentoring and training, monitoring personnel workload, etc.)
  • Experience providing project management oversight and direction (developing work plans, facilitating work groups, etc.)
  • Experience developing and/or implementing goals, deliverables, and/or timelines to improve services

Well-qualified applicants will have:

  • Experience supervising or managing staff in a professional setting (evaluating staff performance, managing operations and/or performance outcomes, etc.)
  • Experience working with federal laws, regulations and requirements pertaining to refugee programs and/or programs serving other vulnerable populations.
  • Experience with conflict resolution and problem solving in large/small group settings including negotiating agreements among diverse perspectives.
