SRAP Housing Specialist

The SRAP Housing Specialist will complete duties for both the State Rental Assistance Program (SRAP) and the 811 Tax Credit Referral System.
Responsibilities for the SRAP program include communication with Clients, Case Managers, Referring Agency staff and Landlords pertaining to program eligibility, answering incoming calls, questions, troubleshooting and providing information and assistance throughout program participation. Examples of additional responsibilities include processing Requests for Tenancy Approvals (RFTA), negotiating rental rates with Landlords, researching, tracking and sending out appropriate notices regarding client violations, delinquent rent notices and non-renewals reported by Landlords, hospitalizations, incarcerations and other occupancy matters. Prepare files for Program Manager for violations and other matters. Other duties include gathering and organizing client documents, calculating household income, rent responsibility and assisting with completing data entry for recertifications and move-ins during busy periods. Coordinating, scheduling and conducting SRAP briefings with multiple parties and verifying, calculating and finalizing multiple documents for voucher issuance. Represent SRAP in informal appeal hearings when needed. Prepares documents for release when formal requests are received from outside entities once approved.
Responsibilities for the 811 Referral System will include ongoing communication with Property Managers, verifying and updating unit availability reported into the system, listing client applications, contacting Case Management as needed. Matching and notifying eligible clients to available units based on unit size and location in a timely manner. Prepare and send referral letters to Clients, Landlords and Case Managers when client is determined eligible for available unit. Maintains tracking list of all letters sent, units occupied, vacated and vacant, unit refusals, no responses, removes applicants from referral list when no longer eligible. Sends additional referral letters as needed. Other duties include maintaining statistical data for reporting and operational purposes to determine efficiency. Work involves developing solutions to problems, deciding on a course of action, and making recommendations to management. Responsible for preparing reports for DSHA Management, Development and HUD.
