We are looking for a Stakeholder Engagement Coordinator for the Stakeholder Engagement Section of the Health Policy Office (HPO)!
HPO is responsible for the administration and performance of Medicaid State Plan benefits and services, and the Child Health Plan Plus (CHP+). Staff within HPO are responsible for fee for service benefits implementation and administration, stakeholder relations, perinatal, youth and child health, policy development and implementation, contract management and performance, program administration and overall Medicaid program performance. HPO plays an instrumental role in achieving HCPF's mission to improve access to cost-effective, quality health care services for Health First Colorado members.

The Stakeholder Engagement Section is a new unit that works collaboratively to advise on and help plan external stakeholder activities with HCPF subject matter experts and program staff. Depending on the project, the section leads on facilitating high-profile engagements as it leverages conflict resolution and mediation strategies to engage stakeholders positively while also preventing or defusing high-conflict situations that can occur in meetings with the public. The section also analyzes and develops best practices around stakeholder engagement for use throughout the Department. As part of this work, the section is available to train and work with HCPF staff. The section works on in-person, hybrid, and virtual meetings and assists Department staff to identify and utilize appropriate technologies and tools that can improve both engagement and accessibility.

This position can work fully remotely from anywhere in the State of Colorado.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description of Job

WHAT YOU'LL BE DOING AS STAKEHOLDER ENGAGEMENT COORDINATOR:
  • Administers comprehensive, inclusive, culturally responsive, and appropriate stakeholder engagement strategies for the Department.
  • Advises and conducts trainings for Department staff of all levels to initiate stakeholder processes with families, providers, managed care entities, counties, and numerous other stakeholders.
  • Identifies culturally appropriate and responsive methods to conduct outreach to communities who have not traditionally engaged with the Department in line with principles of health equity.
    Develops, implements, and coordinates projects for the Stakeholder Engagement Section and the Department.

  • Responsible for strategic communications with stakeholders.
  • Represents the Department with external stakeholders, and must utilize strong analytical and writing skills to collect, analyze, and synthesize information from external parties to report back to Department staff.
  • Serves as a liaison to external stakeholders on an array of issues, working collaboratively with all HCPF offices.

SIX total years of professional experience in stakeholder engagement, public affairs, project management, communications, government administration, policy, or an occupational field closely related.


OR

Education and Experience:
Bachelor's degree from an accredited institution in social sciences, the humanities, business, public administration, or a field of study related to the work assignment

AND

TWO
years of professional experience in stakeholder engagement, public affairs, project management, communications, government administration, policy, or an occupational field closely related.


Substitutions:
A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

A relevant advanced degree from an accredited college or university may be substituted for the bachelor’s degree and at the agency's discretion, relevant years of professional experience respectively.

CONDITIONS OF EMPLOYMENT:
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • HCPF is onboarding new employees using a hybrid approach. HCPF supports flexible work arrangements. Depending on the business need and description of the position, there are options that range from fully remote, hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
