Job Summary

This position will coordinate planning, development, implementation, and evaluation of correctional evidence-based activities for the State of Minnesota. This will include the design, development and implementation of correctional evidence-based practices (EBP) interventions and fidelity processes that can be used statewide for all three supervision delivery systems as well as the department's correctional facilities.

Primary job responsibilities include:

  • Design, develop, and implement a correctional EBP effective interventions model/system for statewide application, ensuring that the activities are consistent with correctional missions, goals, and overall strategic planning.
  • Integrate strategic values of EBP within the Department of corrections, across supervision delivery systems as well as to ensure the inclusion of quality assurance and compliance processes.
  • Evaluate and research new correctional evidence-based practices and emerging trends in order to maximize efficiency and effectiveness.
  • Develop, direct, and provide oversight to departmental EBP evaluation processes.
  • Develop and provide oversight to EBP interventions activities and resources so that agency objectives are reached within budget and appropriate resources are available to ensure sustainability of strategic goals.

Telework/Hybrid Work: The specific Minnesota work location will be determined at the time of appointment based on department business needs and applicant availability. This position offers a hybrid work environment including telework and field work. Field work may include traveling statewide to all Minnesota counties, community programs, and to various Minnesota Correctional Facilities (MCF) locations which may include Faribault, Lino Lakes. Oak Park Heights, Moose Lake, Red Wing, Rush City, St. Cloud, Shakopee, Stillwater, Togo and Willow River.

Qualifications

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

  • Four (4) years of experience utilizing a variety of correctional evidence-based practices (EBP), including but not limited to, motivational interviewing, risk, need, responsivity assessments, integrated case planning, cognitive behavioral tools, and/or Communities of Practice.
  • Experience providing correctional EBP facilitation/training for corrections professionals.
  • Have and maintain a valid driver’s license.

Please note: Completion of a master’s degree may substitute for eighteen (18) months of experience; completion of a bachelor's degree may substitute for one (1) year of experience; completion of an associate’s degree may substitute for six (6) month of experience.


Applicants meeting the above minimum qualifications will be further assessed on the following:

  • Advanced knowledge of correctional EBP sufficient to design, develop, and implement EBP activities and training that can be utilized statewide for all three supervision delivery systems as well as DOC prison facilities.
  • Human relations skills sufficient to provide work direction to other advanced professional staff, external consultants, and trainers, and to handle difficult situations with tact and diplomacy.
    Written communication skills sufficient to write DOC policies, procedures, project plans, and reports regarding evidence-based practices.
  • Ability to design and implement an EBP training plan for the DOC as a prototype for utilization statewide.
  • Ability to strategically develop and implement EBP-based correctional programs and evaluate existing services for clients and incarcerated individuals.
  • Ability to research and analyze new and emerging trends and best practices in correctional evidence-based practices sufficient to recommend strategies, guidelines, goals, and standards for implementing and promoting correctional evidence-based practices across the agency and throughout the state.

Preferred Qualifications

  • A bachelor’s degree or higher in Corrections, Criminal Justice, Criminology, Counseling, Counseling Psychology, Law Enforcement, Psychology, Social Work, Sociology, or a closely related field.
  • Certification in the current Motivational Interviewing Treatment Integrity (MITI) tool and at least two years’ experience utilizing the tool and delivering feedback and goal co-creation with professional level staff.
  • Five (5) years or more of advanced professional experience using a variety of correctional evidence-based practices (EBP), including but not limited to, motivational interviewing, risk, need, responsivity assessments, integrated case planning, cognitive behavioral tools, and/or Communities of Practice.
  • Experience in designing, implementing, and/or evaluating correctional evidence-based practices and/or programming.
  • Experience coordinating an EBP quality assurance evaluation process.
  • Knowledge of budgeting and procurement processes.

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.

New employees will be fingerprinted within the first 30 days of employment.
