Job Description

On behalf of office leadership coordinates and provides program direction for Office for Exceptional Children (OEC) initiatives (e.g., State Personnel Development Grant (SPDG), State Systemic Improvement Plan (SSIP), discretionary projects, Ohio Operating Standards for the Education of Children with Disabilities):

  • Serves as OEC point of contact for administrative rule review (i.e., Operating Standards for Ohio’s Schools Serving Children with Disabilities);
  • Serves as OEC program manager of SSIP, SPDG, objectives, and works with each office lead related to each project.
  • Serves as OEC program manager of discretionary projects objectives and works with each office lead related to each project to ensure oversight and connections to office and agency goals.
  • Responds to programmatic issues and stakeholder needs;
  • Assists leadership in monitoring and organizing tasks, reporting, and workgroups;
  • Organizes and attends statewide stakeholder groups related to OEC initiatives;
  • Organizes, plans, and schedules project meetings and activities;
  • Formulates and implements internal policies and procedures related to stakeholder groups and projects;
  • Designs process for reporting on progress of initiatives and workgroups and maintains/releases report;
  • Monitors submission compliance with Operating Standards updates;
  • Communicates objectives and deadlines;
  • Provides technical advice to aid administrators in decision making;
  • Serves as liaison between Administrator and staff and/or stakeholder groups.


Develops and coordinates public relations with programs and exceptional children initiatives:

  • Provides communication and outreach to stakeholders;
  • Coordinates with internal and external partners to organize office conferences (e.g. SSIP, SPDG, OEC Leadership, and OCALICON.
  • Researches and responds to inquiries and concerns related to stakeholder groups;
  • Writes reports relative to state implementation plans concerning students with disabilities;


Prepares important documents, correspondence, directives, and publications.

Qualifications

Minimum Qualifications:

    • Completion of undergraduate core program in Education, Psychology or Social Sciences, Special Education, Public Policy, or other undergraduate core program in academic field commensurate with program area.
    • Demonstrated experience in administering the Individuals with Disabilities Education Act (IDEA) and other related federal requirements.
    • 2 years training or 2 years experience in supervisory, administrative and/or managerial position.
    • 2 years experience in project coordination, planning, research and/or policy/procedure development.

Preferred Qualifications:

    • Completion of a master’s degree or higher in one of the following areas: Education, Psychology or Social Sciences, Special Education, Public Policy, Juris Doctorate or related equivalent degree.
    • 5 years of administrative or managerial experience at the district, regional, or state level.
    • Political acumen with various stakeholders and constituent groups.
    • Systems thinker with creativity and strong problem-solving skills.
    • Strong organizational skills with demonstrated ability to manage multiple complex roles and responsibilities.
    • Strong analytical and critical thinking skills related to educational policy, resource allocation, and program design.
    • Exceptional verbal and written communication skills and a proven ability to build productive relationships with, and communicate complex messages to, a wide variety of stakeholders.
Supplemental Information

The final candidate selected for this position will be required to undergo a criminal background check as well as other investigative reviews. Criminal convictions do not necessarily preclude an applicant from consideration for a position, unless restricted under state or federal law or federal restrictions. An individual assessment of an applicant's prior criminal convictions will be made before excluding an applicant from consideration.

The final candidate for this position will be required to submit urinalysis to test for illegal drug use prior to an appointment. The State will decline to extend a final offer of employment to any applicant with a verified positive test result. Also, an applicant with a positive test result will not be considered for any position with the State of Ohio for a period of one year.
