Job Description

Center for Human Development, Inc. is seeking a full-time Strategic Public Health Analyst to successfully modernize our public health systems. The Analyst will work collaboratively to reduce health disparities in Union County while managing program planning and implementation, budget tracking, and supporting effective foundational programming. They will work closely with the Director of Public Health on all modernization work and assist with the Communicable Disease and Emergency Preparedness programs to protect and improve health equity to all residents of Union County.


The Requirements:

  • Preferred Bachelor’s degree in Public Health, Public or Business Administration, Social Work, Community Health, or other related field from an accredited college or university.
  • Basic knowledge of health education and strategies related to improving population health.
  • Ability to communicate effectively both orally and written.
  • Demonstrate ability to build relationships and work in a collaborative fashion.
  • Ability to work with populations and individuals experiencing inequities in a non-judgmental manner.
  • Proficient in using Microsoft Office programs, databases, data entry, and management.
  • Ability to work flexible hours outside of a traditional day shift schedule that may include evenings and weekends.
  • Must be detail-oriented and able to work independently.
  • Must possess a valid Oregon Driver’s license, be insurable for client service purposes, travel between business offices, and attend the required meeting and/or trainings.
  • Must pass all criminal history check requirements as required by ORS 181.536-181.5337 and in accordance with OAR 407-007-0200-407-007-0370 and drug screening.

Essential Job Functions:

  • Support the mission of State of Oregon and CHD to achieve optimal, equitable health for all Oregonians through measurement, assessment, and articulation of community health strategies.
  • Serve as a resource for CHD, our partners, and residents of Union for timely and comprehensive data on health of the population to inform community health improvement objectives.
  • Oversee and complete assessments and plans related to assigned program element(s).
  • Manage expense tracking including purchases, reimbursement requests, and other financial documents as needed.
  • Ensure program compliance, including maintaining communication and meeting funder requests.
  • Attend and participate in required educational programs and staff meetings.
  • Serve as a community liaison and maintain relationships with key individuals and groups in the community.
  • Collaborate with community health and social service providers and partner agencies to identify barriers and service gaps with the goal of moving towards a community-wide collective health improvement strategy.
  • Support statutory responsibility to perform communicable disease control measures required by Oregon Statues and Oregon Administrative Rules.
  • Other duties as assigned.
