This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
Area 1 = All permanent Officers employee members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Officers employee members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Officers currently serving members of the Puerto Rico Army National Guard.
Area 4 = Officers Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Officer of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
DUTIES:
As a SUPERVISORY FACILITY DESIGN & PROJECT MANAGEMENT SPECIALIST (D1125000),GS-1601-12, you will manage, program, and execute ARNG major/minor construction and renovation projects in a geographically separated area. This requires the ability to execute construction projects, on time and within budget, which directly affects the state's success in meeting ARNG mission and the Adjutant General's goals. In addition, this position is responsible for conducting Architect and Engineer (A&E) firm selection boards, preparing and presenting briefings, and implementing the ARNG energy program for new construction. Oversees the project management of all construction and renovation projects. Serves as a Contracting Officer's Representative (COR) and assumes the duties of the CFMO as needed. Supervises the work of the function.
PHYSICAL DEMANDS:
Although the work is often sedentary, it involves regular and recurring field surveys and construction site visits. Visits involve a considerable amount of physical activity, including walking, climbing, and stooping over rough terrain.
WORKING ENVORONMENT:
While the work is often performed in an office environment, frequent visits to construction sites expose the incumbent to a variety of hazards. These include temperature extremes, high noise levels, dust, chemicals, and working construction equipment, low hanging and tripping obstacles. Work is also performed in formal public settings requiring preparation, poise and maturity.
QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at next lower-level GS-11 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as tracking projects through approving agencies on local, state, and national levels; planning, design, and construction of major structures and facilities with expertise in space utilization, building environmental systems, fire and security systems; working knowledge of architectural and engineering concepts, construction methods and practices, contract procedures, and construction management practices; manage funds for construction and renovation projects and ability to execute construction projects on time and within budget; provide policy guidance regarding the Design and Project Management area; oversees the project management of all construction and renovation projects; and oversees, evaluates work, and checks on progress of A & E firms.Education:There are NO educational requirements for this position at this time.Employment Type: FULL_TIME
