The
Oregon Health Authority (OHA), Public Health Division (PHD), Maternal & Child Health
section in Portland, Oregon has a fantastic career opportunity for an Equity Policy Strategist (Operations and Policy Analyst 3) designing and implementing Universally offered Home Visiting (UoHV) equity strategies and policies, with the goal of eliminating inequities in the UoHV system and ensuring equitable access to the service. Universally offered Home Visiting in Oregon is implemented via the Family Connects model, with the vision of equitable outcomes for each and every newborn in the state.
This is a full-time, permanent, classified position which is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.
What will you do?

This position will design and implement Universally offered Home Visiting (UoHV) equity strategies and policies, with the goal of ensuring equitable access and delivery of the service. It will guide, direct, and support other MCH staff in implementing strategies at the community level for reaching all families, as the program intends. This position is responsible for managing a state contract, serving as contract administrator and overseeing the contractor and deliverables.
This position will make budget recommendations for equity funding, as well as connect with Center, Division, and OHA equity offices regarding alignment. It will coordinate and lead planning initiatives, including with external constituency, other agencies and community partners to support UoHV equity policy. It serves as consultant and advisor for internal management/staff and external partners on UoHV equity policy, analysis, and results.

Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Exceptional written and verbal communication abilities to effectively convey complex public health information.
  • The ability to facilitate consensus-building among leaders and partners with diverse perspectives and working styles.
Working Conditions:
Requires some in-state and out-of-state travel with overnight stays. Requires occasional weekend and evening hours. 90-95% of the work of this role may be conducted remotely with full access to the needed operating systems and technology.
There are times that the work will need to be conducted onsite. This position regularly works with internal and external groups composed of racially, ethnically, linguistically, disability and gender-diverse individuals.
