Job Description Summary

This position organizes and supervises the work of employees engaged in the operation and maintenance of the water treatment facilities. This position is responsible for the day-to-day operation and maintenance activities of advanced water treatment facilities. Coordinates and implements process changes to water quality and quantity daily to ensure adequate supply. Plans, coordinates, manages, and implements capital improvement projects and resources to ensure compliance with all state, federal, county and local regulations. Generates reports and provides input for council presentations. Provides leadership, direction, training, safety, and performance appraisals for employees. Monitors/manages current operational budget and recommends future adjustments.

The ideal candidate should possess 3 years of supervisory experience over water treatment facilities as a Senior Operator or equivalent. The ideal candidate will also have demonstrated 2 years administrative oversight or monitoring of safety programs, division budgets, capital projects, process optimization, and employee development in their prior roles and responsibilities.

Essential Functions

  • Manages employees by writing and reviewing performance appraisals, reviewing work reports and assuring accurate compliance data reports, preparing work schedules, providing training and leadership, conducting staff meetings and safety tailgate meetings, providing professional development, and participating in employee hiring process and enforcing discipline when necessary.
  • Supervises and oversees Advanced Water Treatment Facilities by providing technical assistance, guidance, and training; setting daily process goals; following and meeting compliance with county, state, and federal rules and regulations; conducting field operation and safety inspections; and responding to internal and external customer inquiries.
  • Manages projects and division operations and equipment by researching costs, alternatives, and budgeting activities, working with Maintenance division and Procurement office in the preparation of bid process, working with consultants and contractors to coordinate work activities to minimize or avoid service interruption, and conducting project inspections through completion.
  • Reviews daily process chemical and biological process data, analyzes information and makes operational decisions relating to facility performance and regulatory compliance.
  • Trains staff in work procedures, methods, and standard operating procedures (SOP’s). Manages mentoring programs. Initiates and implements work activities.
  • Reviews operating budget by preparing annual division short- and long-range projections. Reviews and approves expenditures and requisitions for materials, chemicals, supplies and equipment. Assist the Maintenance division with vendors and service contractors regarding prices, delivery and services required for the effective operations of the water facilities and associated infrastructures.
  • Inspects the facilities and infrastructure for safety violations, conducts safety tailgate meetings, and ensures safety procedures are followed and safety equipment is worn, and makes periodic safety presentations to staff. Drafts, implements and enforces Job Hazard Analyses, inventory of safety hazards and safety SOPs.
  • Monitors changes in laws, regulations, and technology that may affect department operations; and implements changes to policies and procedures after approval and submittal.
  • Troubleshoots operational and maintenance problems and directs the correction and repair of operational and/or equipment problems. Reads and interprets plans, specifications, blueprints, and schematics.
  • Ensures that water quality is maintained during construction, maintenance, and emergency repair activities.
  • Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly to provide quality customer service and maintain regulatory compliance.
  • Actively participates in the development, implementation and revisions of job descriptions, standard operating procedures, department policies, performance measures, quarterly operational planning and other strategic planning and emergency and safety programs
  • Responsible for preparing and submitting operational data and weekly reports to the Water Superintendent as required and requested. Prepares and submits necessary monitoring information to appropriate state and federal agencies for compliance with regulations.
  • Reviews design documents and specifications for facility expansions and improvements to ensure constructability and operability in compliance with City standards, Environmental Protection Agency, Department of Environmental Quality, Maricopa County, and City of Goodyear Fire Department.

Requirements

  • Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two-year associate degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Degree or advanced studies should be in chemistry, biology, microbiology or related wastewater field. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
  • Experience: Minimum five years of experience in a Water Treatment related field.
  • Certifications and Other Requirements: Valid Driver’s License, ADEQ Grade IV License in Water Treatment at time of hire.
  • Reading: Work requires the ability to read manuals, reports, graphical information, computer aided design drawings, specifications and engineering guidelines.
  • Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, percentages, formulas, factors, and decimals.
  • Writing: Work requires the ability to write clear and concise analytical letters, memos, and reports.
  • Managerial: Complex - Work requires supervising and monitoring performance for a regular group of employees including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.
  • Budget Responsibility: Substantial - Oversees budget preparation of a program budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures.
  • Policy/Decision Making: Significant - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs.
  • Technical Skills: Broad Application – Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
  • Interpersonal/Human Relations Skills: High - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

12 Month Objectives

Water Treatment Supervisor—Water Services


First Year Objectives


Within 3 months


  • Become familiar with City, Department and Division Policies, Standard Operating Procedures (SOPs), Water Treatment Site Locations, related databases and the City of Goodyear Engineering Standards.


2. Conduct daily staff assignments and monitor system operations with the water treatment facilities. Successful completion will be demonstrated by utilizing current processes to balance work load, meeting City's safety policies on a timely and efficient manner.


3. Track and audit chemical consumption for all water treatment facilities. Assist with placing orders to replenish supplies.


4. Review and update the pertinent sections of the Water Production Key Performance Indicators database to maintain an ongoing representation of current department activities and goals.


Within 6 months


1. Perform monthly work site safety inspections, employee observations and cross divisional observations of the water treatment facilities. Successful completion will be demonstrated by maintaining compliance with the Department's Safety Program guidelines. Utilize the Velocity EHS database for all related safety activities.


2. Maintain sections of the Water Treatment division budget for operation of the water treatment facilities. Review purchase orders, contracts, and demonstrate how to effectively navigate through the Tyler Munis system.


3. Review current Preventative Maintenance work orders performed by the Water Treatment department. These work orders should be based on the equipment O & M and understanding of local conditions. Make recommendations to add, delete or modify these work orders to enhance the performance and reliability of the water treatment facilities.


Within 12 months


1. Review and update the inventory control program to establish equipment and materials availability to maintain a high level of response to equipment repairs. This can be attained by working with the Maintenance division and utilizing the Lucity Asset management system.


2. Review current state of water treatment facilities and make recommendations for future maintenance, replacement or enhancements. This would include staffing levels.


3. Assist with the budget process by forecasting chemical usage and major maintenance activities for future budget years. Recommend new technology or equipment needs of the water treatment facilities to maintain reliability and efficiencies.


4. Show the ability to perform quarterly, semi annual and annual performance evaluations for the Water Treatment staff under their supervision. Understand and assist with the Gallup Q-12 program for coaching, mentoring and planning of the water treatment division.
