This position offers the option to work up to 100% remotely and is headquartered at our downtown Madison location (201 E. Washington Ave.). Occasional in-person time may be required based on business needs.

Position Summary


This position performs complex management and administrative responsibilities related to the effective and efficient operation of the Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker, Youth programs, and other federally-funded workforce training programs.

This position will provide leadership, technical guidance, and oversight related to:
  • Development of policies for the Workforce Innovation and Opportunity Act (WIOA) Title I Adult, Dislocated Worker, and Youth programs.
  • Management of the business closure/ mass layoff notification system.
  • Oversight of rapid response activities for job dislocation events.
  • Application for and management of state and federal funds to assist dislocated workers, including federal discretionary grants.
  • Coordination of targeted and overall dislocated worker programs.
  • Management of Wisconsin's Eligible Training Provider List (ETPL).

Salary Information


Starting pay is between $93,600 and $99,840 per year, depending on qualifications, plus excellent benefits.

The classification title for this position is Workforce Development Program Manager (schedule 81, range 02). A 2-year Career Executive Trial Period will be required. This position is not represented in a collective bargaining unit and is considered exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Job Details


Travel: Occasional travel, including some overnight stays, is required.

Remote work: Employees with approved remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.

Criminal histories: We also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled. For positions with access to sensitive federal tax information, FBI fingerprinting may also be required.

Eligibility to work in United States: Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications


Qualifications marked with an asterisk (*) below will be evaluated in the first step of the selection process. Additional qualifications may be evaluated in subsequent steps.

You need to have the following experience:

    • Program and/or project coordination (e.g. organizing and leading workgroups, developing and implementing programs, developing timetables and monitoring programs for progress, managing tasks with competing priorities, etc.).
    • Researching, analyzing, and/or interpreting complex written materials (e.g. federal or state legislation, regulations or administrative code, advisory or policy documents, contracts and/or grant agreements, etc.)
    • Negotiation and conflict resolution (e.g. mediation, advocacy, dispute resolution, contract negotiation, etc.).
  • Communicating complex information to a diverse audience.
  • Providing leadership in a team setting (e.g. managing change, facilitating continuous improvement, maintaining accountability, etc.).


Any of the following experience would be nice to have:

    • Supervising staff.
    • Managing federal grants (i.e. applying for federal grants, managing grant application process, monitoring grant compliance, grant reporting, ensuring allowable grant expenditures, etc.).
    • Writing and/or implementing federal and/or state policies.
    • Working in a workforce development or public safety net program.
