In this role as the Auburn WorkSource Administrator you will provide key leadership in service delivery efforts and provide strategic oversight to support the integrated coordination of multiple stakeholders such as the US Department of Labor, Local Workforce Development Boards, Washington's Workforce Training & Education Coordinating Board, Department of Social & Health Services, Washington Department of Veterans Affairs, Department of Children, Youth, & Family, and other service specific stakeholders who jointly serve customers and employers across the state. Working in concert with fellow Administrators, Regional Director, and Regional Operations Manager to meet operational goals. You are responsible to direct inclusive performance, compliance, and adherence to procedures, policies and laws, development of staff, and fiscal and budgetary resource management for the Auburn office located at 2707 - I Street NE in Auburn, WA.98002.


About the Employment Connections Division:
Employment Connections (EC) is made up of three Lines of Business: WorkSource, Central Operations System Support, and Washington Service Corps (WSC). EC administers the Labor Exchange (LEX), Migrant Seasonal Farmworker (MSFW), Veterans Services, Trade Adjustment Assistance (TAA), and WorkFirst programs for job seekers and employers in Washington and provides job seekers with referrals to partners providing Workforce Innovation & Opportunity Act (WIOA) adult, youth, and dislocated worker training and support services.

Duties

Some of what you will do:

  • Supervise and develop local leadership team to carry out service delivery in partnership with community.
  • Facilitate operational direction and priorities for service delivery in direct collaboration with local workforce areas.
  • Maintain effective, integrated approach to leading one-stop system efforts to meet and exceed performance requirements.
  • Develop and maintain effective partnerships throughout all areas of the system to include community members and partners in government, business, economic development, labor, community-based organizations.
  • Establish and maintain methods to gather and apply community insights for ongoing process improvement utilizing human-centered approaches to co-create resources and initiatives that meet community need.
  • Lead local efforts to expand services available to the community with a focus on getting more people into meaningful careers and closing employer- and industry-identified skill gaps.
  • Manage agreements to support optimum human-centered operations while supporting healthy and stream-lined agency infrastructure, to include the data sharing agreements, memorandums of understanding (MOUs), and resource sharing agreements (RSAs), as well as local contracts and other funding agreements.

Desired Qualifications

Preferred/Desired Education, Experience, and Competencies.

Bachelor’s degree in Public Administration, Business Administration, Organizational Development, Leadership or related OR 4 years of progressive experience managing a large, diverse team or organization in a dynamic environment focused on serving communities in human-centered ways.

Additionally, the ideal match for this position will be skilled and talented in the following areas:
  • In-depth understanding of the public workforce system to include the Workforce Innovation Opportunity Act; the agencies, boards, and committees that support direct service delivery throughout our statewide community;
  • Successful track record managing human resources, to include operating within a Collective Bargaining Agreement;
  • Experience managing large budgets for grant-funded initiatives in compliance with state and/or federal fiscal management principles and procedures; and
  • Service experience on state- and nation-wide committees and/or boards providing governance and oversight for policies, procedures, and successful program function.

Additional Requirement of Employment:

  • Extensive state/regional/national travel is expected to provide a leadership presence to field operations and represent the agency on state/national committees.
