About Us

Within the USO, our administrative operations are primarily housed in the Trinity Washington Building located in downtown Atlanta. Job Summary


The position supports the University System of Georgia by providing leadership, direction and guidance to USG institutions on accounting policies and procedures and other related reporting matters. The position will assist to ensure that financial reporting is relevant, accurate and timely and meets the requirements of various internal and external constituents.

Responsibilities

  • Review of individual USG Institution's Annual Financial Report; Budgetary Compliance Financial Statements; and, other financial information submitted to the Office of Fiscal Affairs
  • Assist in the preparation of the USG Consolidated Annual Financial Report (AFR), which includes financial information for all USG institutions and the University System Office
  • Oversight of USG Consolidated Budgetary Compliance Report (BCR), which includes financial information for all USG Institutions and the University System Office
  • Provide guidance and review Other Post Employment Benefits related to GASB 74/75 and review of actuarial calculations and experience studies
  • Provide guidance and review of institution investments as it relates to GASB 40 disclosures in addition to guidance related to institution investment policies and banking evaluations
  • Review of the consolidation of foundation financial statements including FASB to GASB conversion for inclusion in the Annual Comprehensive Financial Statements (ACFR) of the State of Georgia
  • Provide guidance to all USG institution financial staff as it relates to the AFR, BCR, business policies and procedures and other financial accounting submissions.
  • Assist with financial audit and related issues between the Georgia Department of Audits and Accounts, Georgia State Accounting Office, the BOR and all USG Institutions.
  • Research applicable accounting standards (GAAP and GASB) for the University System and each individual USG Institution as needed.
  • Serves on a variety of internal and external committees, working groups and task forces
  • Other duties and projects as assigned.

Required Qualifications

  • A minimum of 10 years of related financial reporting experience and/or training.
  • Experience in higher education accounting, State of Georgia Budgetary Compliance reporting.
  • Certified Public Accountant (CPA) is desirable.

Other Information


Supervisory Controls:

The Associate Vice Chancellor for Accounting and Reporting will assign work in terms of goals and objectives of the Office of Fiscal Affairs. The supervisor reviews work through observation of activities and review of assignments.

Guidelines:

Guidelines include Board of Regents policies and procedures, the University System of Georgia Business Procedures Manual, University System of Georgia ethics policy, Generally Accepted Accounting Principles (GAAP), Generally Accepted Governmental Auditing Standards (GAGAS), Governmental Accounting Standards Board pronouncements (GASB), other authoritative accounting standards and publications, the state constitution, federal rules governing financial aid, and other federal and state laws governing higher education. These guidelines require judgment, selection and interpretation in application.

Complexity/Scope of Work:

  • The work consists of management, supervisory, and professional accounting duties. The complex nature of the University System, strict regulations and the necessity of employing considerable judgment and subject matter expertise contribute to the complexity of the position.
  • The purpose of this position is to provide accounting guidance and technical support across the University System of Georgia. Success in this position contributes to compliance with laws, rules and regulations and financial oversight of the University System of Georgia.

  • Contacts are typically with other system managers, internal and external auditors, system Chief Accounting Officers, Comptrollers, system accounting personal, system Business Officers, State Accounting Officer, and State Auditor
  • Contacts are typically to give or exchange information, to resolve problems, to motivate or influence persons, or to justify, defend or settle matters.

Physical Demands/Work Environment:

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, walking, crouching or stooping. The employee occasionally lifts light objects.
  • The work is typically performed in an office.

Supervisory and Management Responsibility: This position has direct supervision over program director and financial analyst assigned to financial reporting activities.
