RTI's Global Health Division (GHD), works in Heath Systems Strengthening - including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care - including Reproductive, Maternal, and Child Health and Family Planning; Malaria and Neglected Tropical Diseases; Global Health Security and Public Health Preparedness; and Noncommunicable Diseases. Project DescriptionThe purpose of the Integrated Health System Strengthening (IHSS) program is to accelerate

countries' Health System Strengthening (HSS) efforts and achieve sustainable, equitable, and

resilient health systems through locally led, evidence-driven, and context-specific approaches

to HSS. The primary goals are to advance primary health care (PHC), accelerate progress toward universal health coverage (UHC), and improve health outcomes. Investments in HSS help USAID reach its priority global health goals of preventing child and maternal deaths, controlling the HIV/AIDS epidemic, and combating infectious disease, which directly contributes to strengthening global health security. A strengthened and accessible health system is necessary to yield high-quality health services, which are essential for achieving sustainable improvements in health, promoting economic growth, and overall democratic development.

 

Position DescriptionThe Management and Operations Director will oversee management and operations of the project as a whole. They will possess a deep command of management processes generally and USAID reporting and compliance requirements specifically and demonstrate an ability to produce quality results on schedule.

Responsibilities
  • Drive the operations of the IHSS project with precision, ensuring all activities align with operational excellence and project goals.
  • Ensure compliance with all USAID regulations, policies, and reporting requirements, including the preparation and timely submission of accurate financial and programmatic reports.
  • Develop and implement robust management processes and operational systems to support project activities and objectives.
  • Design and implement rigorous management processes and operational systems to support and streamline project activities.
  • Command the project's budgeting and financial operations, ensuring scrupulous tracking of expenditures and unwavering adherence to budgetary constraints.
  • Instill organizational culture of compliance, accountability, and operational excellence.
  • Provide capacity-building support to local partners to enhance their operational and compliance
  • Monitor and evaluate the effectiveness of operational processes, implementing improvements to optimize efficiency and compliance.
  • Serve as point of contact for USAID on matters related to project operations and compliance, ensuring effective communication and collaboration.
Qualifications
  • An advanced degree in business, management, finance, international development, public health, or a related field with at least ten (10) years' experience in global public health and development, including senior-level management positions and experience managing large (>$20 million dollars) and complex (at least two health and development technical areas) portfolio, including implemented by multi-partner consortia, OR a Bachelor's degree in business, public health, or a related field with at least fifteen (15) years' experience in international health and development, including in senior-level management positions and experience managing large and complex projects implemented by multi-partner consortia.
  • At least five (5) years' experience managing operations for health and development programming and activities within and across LMICs. In-country experience managing operations for large and complex USAID programs in the LMICs is preferred.
  • Demonstrated record of recruiting, managing, and developing personnel for large and complex projects.
  • Demonstrated record of overseeing/managing USG funding support to country-based, non-governmental organizations/civil society organizations to design and implement health and development programming; Demonstrated experience in providing technical assistance to management and operational capacity building in new and/or local USAID subawardees or equivalent capacity-building experience funded by the U.S. Government.
  • At least five (5) years' experience managing the reporting and compliance requirements for large health and development contracts/subcontracts or agreements/sub-agreements that serve clients in LMICs funded by the U.S. Government.
  • Experience interacting with U.S government agencies, including overseas offices.
