Position Description

Anne Arundel County Government is currently hiring for a full-time, permanent Manager, Inspections and Permits Personnel Administration position in the Office of Inspections and Permits.


This senior-level position independently oversees the Administrative, Personnel, and financial operations for the Department of Inspections & Permits including operating and capital budgets, finance, procurement, legislative, legal, information technology, personnel, fleet maintenance, facility maintenance, customer relations, statistical analysis, and asset management needs.


NATURE AND VARIETY OF WORK

Work involves responsibility for planning, organizing, and managing the activities of Inspections and Permits Personnel Administration for human resource, finance, and administrative operational areas. Work includes, but is not limited to, managing the operating budget to include accounts receivable, encumbrances, grant processes, expenditure and revenue reporting for financial activities, and varied supervisory responsibilities. Work is performed under the general direction of the Director of Inspections and Permits; performed with considerable independence within established policies, procedures, and department guidelines; and, is reviewed through conferences and reports.

Devise strategies and policies to meet the Department's objectives and goals.


Advise, counsel, and recommend to senior management regarding various trending issues.


Analyze situations and factor in the divisions' complexities to reach a productive solution.


Develop and execute the annual department operating and capital budgets to ensure compliance with budgetary and program guidelines.


Monitors division operating expenditures to ensure compliance with budgetary and program guidelines.


Manages financial accounts payable, revenue expenditures, personnel hiring, operating agreements, budget grants, procurements, and vendor selection.


Prepares or directs the preparation and maintenance of necessary records, reports, and correspondence.


Supervises directly or through subordinate supervisors a moderate-sized staff engaged in administrative, personnel, and financial activities.


Performs related duties as required.


KNOWLEDGE, ABILITIES, AND SKILLS

Thorough knowledge of principles and practices of human resources management and public administration.


Thorough knowledge of the Department of Inspections and Permits organization functions and management practices and principles.
Thorough knowledge of the basics of budget preparation and financial recording, reporting, and reconciliation.


Ability to interact effectively and courteously with the public, appointed and elected officials, subordinates, volunteers, and other divisions of the Department.


Ability to accurately apply knowledge of County and Departmental policies, procedures, and laws to work situations.


Ability to supervise and evaluate the work of others.


Ability to develop and apply policies applicable to the department.

Minimum Qualifications

Education: Graduation from an accredited four-year college or university with major coursework in public administration, human resources, or a related field.


Experience:
Four (4) or more years of experience in public personnel administration; and six (6) months or more of supervisory experience.


Note: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.


For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement.

Supplemental Qualifications

Preference will be given to candidates who possess the following:

1. Five (5) or more years of experience in financial management (budgetary, purchasing, revenues, etc)

2. Experience utilizing spreadsheet technology such as Microsoft Excel and Google Sheets.

3. Two (2) or more years of experience in financial/administrative/customer service supervision, training, counseling and development.
